- National Cancer Institute (NCI), Division of Cancer Control and Population Sciences (DCCPS), Surveillance Research Program intends to procure on a sole-source basis with the Central Brian Tumor Registry of the United States; 244 East Ogden Ave. Suite 116; Hinsdale, Illinois 60521 for services regarding data collection and statistical reporting on primary brain tumors for clinical research. The supplies and services herein are being procured in accordance with FAR Part 12 with the authority to use simplified acquisition procedures as authorized by FAR Part 13.5. The North American Industry Classification System code is 541990 and the business size standard is $7.0M. Period of performance: September 26, 2008 through September 25, 2009 with one twelve month option period. The incidence of brain tumors is increasing, particularly among older Americans. It is the second leading type of cancer among children and represents about 1 percent of all malignant tumors diagnosed each year. Despite improvements in the diagnosis and management of brain tumors, prognosis for many with the disease is relatively poor In 2002 the importance of including data on benign brain tumors in cancer collection practices was recognized, and Public Law 107-206 was passed requiring the reporting of benign brain tumors as part of federal authorization for the National Program of Cancer Registries (NPCR) managed by the Centers for Disease Control and Prevention (CDC). All primary brain tumors (benign and malignant) became reportable beginning with 2004 diagnoses, depending on coverage under state laws. Other surveillance organizations including NCI’s Surveillance, Epidemiology and End Results (SEER) and the North American Association of Central Cancer Registries (NAACCR) voluntarily agreed to comply with the federal legislation and encouraged all registries to revise state laws to be inclusive of benign brain tumors. The Central Brain Tumor Registry of the United States (CBTRUS), a not-for-profit 501(C)3 corporation formed in 1992 following a two-year study to determine the feasibility of a central registry for all brain tumor cases, has an established record of collecting and disseminating high quality incidence and survival data on all primary brain tumors. In 2002, CBTRUS joined the Brain Tumor Working Group (BTWG) sponsored by the National Coordinating Council for Cancer Surveillance (NCCCS) and provided the necessary link between the surveillance organizations and the brain tumor clinical and research community to ensure that coding rules and regulations for benign brain tumors would result in complete and accurate collection of all primary brain tumors. In 2008 The Central Brain Tumor Registry of the United States (CBTRUS) published two statistical reports: Primary Brain Tumors in the United States, 2000-2004 from analyses of data from its nineteen collaborating registries and the Statistical Report Supplement, 2004 from the Center for Disease and Control (CDC) and The National Program of Cancer Registries (NPCR). This process is dynamic and while plans to transition from its collaborating state cancer registries to NPCR for data has been cooperative, there are timeliness and data usage concerns. The CBTRUS is exploring additional data sources to streamline its current accrual process. The purpose of this contract is to produce a statistical report on primary brain tumors and to explore the different sources for reporting of primary brain tumors with optimum clinical relevance and research use. The contractor shall provide data collection and data analysis activities, and prepare for the data call of the 2002 -2006 cases of primary brain tumors, data requests from state registries, consult with collaborators regarding inclusion in the Statistical Report; receive and analyze 2004, 2005 and 2006 data. In the option year the contractor shall revise data and analyses for adjustments based on missing cases in VA 2005 and 2006 and publish and disseminate 2009-2010 Statistical Report to the Cancer Surveillance Community. The Central Brain Tumor Registry of the United States (CBTRUS) is a not-profit corporation committed to providing a resource for gathering and disseminating current epidemiologic data on all primary brain tumors, benign and malignant, for the purposes of accurately describing their incidence and survival patterns, evaluating diagnosis and treatment, facilitating etiologic studies, establishing awareness of the disease, and ultimately for the prevention of all brain tumors. The CBTRUS is the only entity which has established and maintained a specialty registry of primary brain and central nervous system tumors, including benign brain tumors, for the United States; therefore they are uniquely qualified to perform the work to be performed outlined in this contract. There is no other source known to the NCI that can complete the studies outlined in this procurement. This is not a solicitation for competitive quotations. However, if any interested party believes it can meet the above requirement, they may submit a statement of capabilities. All information furnished shall be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI contracting office by 11:00 AM ET on September 15, 2008. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
