- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in the notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. Solicitation number F2XHC98192A001 is being issued as a Request for Quote (RFQ) under the test program for certain commercial items found at FAR Subpart 13.5. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-26 date 12 Jun 2008 and the Defense Federal Acquisition Regulations (DFARS) change notice DCN 20080812. It is the contractor's responsibility to be familiar with applicable clauses and provisions. This acquisition is for the Senior Non-Commissioned Officer Academy (SNCOA) on Maxwell AFB, Alabama. This acquisition is being issued as an unrestricted RFQ. The North American Industrial Classification System (NAICS) Code is 337127 with a small business size standard of 500. This is an all or nothing requirement, you must be able to quote and provide all items requested. Line Item 0001: AUDITORIUM SEATING. Brand Name or Equal - The contractor must provide all parts and labor to remove existing seating and replace with 600 each Lancaster or equal Auditorium Seating. As a minimum, the seating must meet the following specifications: Upholstered flip-up seats with individual uprights. Upholstery/Color - Grade L3/Navy/Tablet arm; One motion return. Stores between the seats (10" x 16") /Back panels - plastic/End panels - plastic/Arm caps - plastic/Sloped floor mount/, Aisle lights on every 5th row; seat numbers; row markers. If an or equal is proposed, a color picture, specifications and fabric swatches must accompany quote. Deliver to: CEPME/SNCOA, 550 McDonald St, Bldg 1143,MAFB-Gunter Annex AL 36114 SITE VISIT : A site visit is scheduled for SNCOA Auditorium Seating on 12 September 2008, 1230 p.m. Bidders/Offerors should be at the SNCOA, Building 1143, 550 McDonald St., Maxwell AFB-Gunter Annex, AL 36114 at this time and date to view the work site and present pertinent questions. Those wishing to attend the site visit must contact A1C Simmons by 10 September 2008, 4:00 p.m. Offerors are encouraged to visit the site and take such other steps as may be reasonably necessary to ascertain the nature and location of work and the general and local conditions that can affect the work or cost thereof. Failure to do so will not relieve bidders/offerors from the responsibility for estimating properly the difficulty or cost of successfully performing the work. The government will assume no responsibility for any understanding or representation concerning conditions made by any of its officers or agents prior to the execution of the contract, unless included in the request for quote, the specification, or related documents. QUOTATION PREPARATION INSTRUCTIONS: To ensure timely and equitable evaluation of quotes, offerors must comply with instructions contained herein. Quotes must be complete, self-sufficient, and respond directly to the requirements of this RFQ. If an or equal is proposed, a color picture, specifications and fabric swatches must accompany quote. The offeror must provide a written statement acceding to all solicitation requirements, including technical requirements (see Line Item 0001 above), and terms and conditions. Offerors must include a completed copy of the provision at FAR 52.212-3, Alternate I, Offeror Representations and Certifications-Commercial Items, DFARS 252.212-7000, Offeror Representations and Certifications-Commercial Items and DFARS 252.225-7000, Buy American Certificate with the quotation. BASIS FOR AWARD: This is a competitive best value acquisition utilizing simplified procedures authorized. If the offeror accedes (see Quotation Preparation Instructions) to all solicitation requirements, including technical requirements (see Line Item 0001 above), terms and conditions, it will be determined technically acceptable. Award will then be based on price. The provision at FAR 52.212-1, Instructions to Offerors, Commercial Items, applies to this acquisition and is addended to delete paragraphs (h) Multiple Awards. Submit proposals via email or facsimile to the information below. and DFARS 252.225-7000, Buy American Certificate. The FAR clause, 52.212-4, Contract Terms and Conditions-Commercial Items applies to this acquisition and is addended to add the following FAR clauses: Add paragraph (u), FAR 52.204-7, Central Contractor Registration, Add paragraph (v); FAR 52.2122-6, Brand Name or Equal and (v) AFFARS 5352.201-9101, Ombudmans. The clause FAR 52.252-2, Clauses Incorporated by Reference, applies to this acquisition. The clause at DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items, applies to this acquisition and specifically the following additional DFARS clauses under paragraphs (a) and (b) are applicable: 52.203-3, Gratuities; 252.225-7001, Buy American Act and Balance of Payments Program; 252.225-7012, Preference for Certain Domestic Commodities; 252.232-7003, Electronic Submission of Payment Requests; 252.247-7023, Transportation of Supplies by Sea. The clause at DFARS 252.204-7004, Alternate A, applies to this acquisition. Full text copies of these local clauses may be requested from the buyer. The Defense Priorities and Allocations System rating is C9E. The CCR number must be obtained before award can be made. To be considered for this award, Offerors must be registered in the CCR database at www.ccr.gov. Lack of registration will make an Offeror ineligible for award. This notice does not obligate the Government to award the contract; it does not restrict the Government's ultimate approach; nor does it obligate the Government to pay for any quote/proposal preparation costs. All quotes must be for all items stated, partial quotes will not be considered. Only firm fixed price offers will be evaluated. An offer using a sliding price scale or subject to escalation based on any contingency will not be accepted. Award will be made to one vendor. Responses/Offers are due 4:00 pm CST on 16 Sep 08.
