Description
REQUEST for INFORMATION (RFI)Logistics Module (LOGMOD) and Base Support & Expeditionary Planning Tool (BaS&E) Sustainment and TIER II/III Help Desk Support The government is seeking small business contractors that have the ability to provide TIER II and III help desk support and software sustainment of LOGMOD and BaS&E applications. This request for information (RFI) is for planning purposes only and shall not be considered as an invitation for bid, request for quotation, request for proposal, or as an obligation on the part of the Government to acquire any products or services. Your response to this RFI will be treated as information only. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this announcement or the Government use of such information. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated, or received for this effort. The information provided may be used by the 554 ELSG/FC in developing an acquisition s! trategy and statement of work/statement of objectives and performance specifications. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. The Government does not intend to award a contract on the basis of this request for information or to otherwise pay for the information submitted in response to this RFI. Interested parties should submit a white paper and limit their comments to the areas identified in the "Description of Capabilities" section of this request. Responses to this RFI are not to exceed 5 pages in length. All material submitted in response to this RFI must be unclassified. Responses are to be submitted via email to bobby.perry@gunter.af.mil by 1600 PM on 23 Sep 2008. This is an information gathering effort only and if further procurement action is taken, additional publication(s) will be done as required. Respondents will NOT be notified of any review results. This RFI! is only seeking to establish if adequate small businesses exist with the capabilities to support the subject system. 1.Background The mission of HQ 554 ELSG/FC is to develop, field, and sustain warfighter operational C2 and Combat Support Information Systems in the areas of: Air Force War Planning & Execution, Deployment Readiness, Logistics Planning and Management, and Organization/Force Structure Management. Activities include needs analysis, requirement definition, coordination of design, code and unit testing, integration testing, functional testing, implementation, and follow-on customer support. 2.System Overview LOGMOD resides on the Global Combat Support System (GCSS-AF) infrastructure and provides the web-based capability for deployment and or reception planning, execution to support worldwide deployment of forces, Its standard input, editing, and storage capabilities produce the materiel lists, packing and load lists, and the cargo/personnel interface products for Unit Type Code (UTC) packages. LOGMOD helps maintain combat units and their materiel support in constant deployment readiness. BaS&E resides on GCSS-AF and provides the web-based capability for Joint Command and Air Force combatant commanders with global visibility of resources at potential forward operating locations, to be used for campaign planning and course of action analysis/selection for worldwide beddown locations. 3.Description of Capabilities 1.Work closely with the Functional Analysts and the LOGMOD and BaS&E team in writing application changes primarily in Java/J2EE within STRUTS framework.2.Maintain and update databases, in accordance with industry standards and the HQ 554 Electronic Systems Wing (ELSW) Systems Engineering Process (SEP). https://ossg.gunter.af.mil/applications/sep/menus/Main.aspx 3.Knowledge of Virtual Private Database implementation. 4.Knowledge and in-depth expertise in developing software release packages in accordance with GCSS-AF standards (Capabilities Integrated Environment (CIE) Development, Integration, and Performance zones as well as GCSS-AF's Pre-Production and Production environments) or similar architectures.5. Analyze and correct problems/issues identified by PeformaSure application.6.Analyze and correct SQL statements, Java Server Page (JSP), and CodePro. 7. Respond to trouble calls and experience with REMEDY. Provide customer support and field assistance to users in both the Non-Secure Internet Protocol Router Network (NIPRNET) and Secure Internet Protocol Router Network (SIPRNET). 8.Assist in updating and /or developing Program documentation in accordance with the HQ 554 ELSW Software Engineering Process (SEP), DoD regulations / instructions, and Air Force Instructions.9.Experience with Oracle AS 10g and 10g RDBMS and Related Development/Support/Administration Tools, SQL, STRUTS, HP-UX 11.0, Java/J2EE, JSPs, Javascript, Ajax methodology, Oracle Forms, JDeveloper, PVCS, Data/ System Administration, Oracle Database Administration, IBM WebSphere, UML, OOA&D, GCSS-AF, Knowledge of Design Patterns Communications Expertise, Microsoft Office 2007, XP and Vista applications. 10.Experience with Deployment planning process and thorough understanding of the interface requirements for systems that support the deployment planning process: Cargo Movement Operations System (CMOS), Global Air Transportation Execution System (GATES), Automated Air Load Planning System (AALPS), and Automated Air Facilities Information File, (AAFIF), and Air Force Data Systems (AFDS).11.Experience with the Global Combat Support System-Air Force (GCSS-AF) technology and Commercial-Off-the-Shelf (COTS) requirements: Oracle Application Server, Oracle Database, IBM Websphere, and GCSS-AF's Enterprise Service Bus (ESB). 12.Working knowledge of Rational Rose Enterprise software.13.Experience in office automation software (Microsoft Office 2007 and XP Applications).14.Complete all software maintenance actions in accordance with 554 ELSW Systems Engineering Processes (SEP) and follow all necessary GCSS-AF guidelines and at least Level 6 DII COE Compliance Standards for software delivery where applicable.
