Description
The Naval Surface Warfare Center Panama City Division (NSWC PCD) intends to award a firm fixed price sole source purchase order using simplified acquisition procedures to Pitsco Inc Doing Business As (DBA) LEGO Education North America of Pittsburg, KS for 100 Lego Mindstorms Education NXT Base Sets consisting of 8 each NXT Set 12 pack part number 991408 and 1 each NXT Set 4 Pack Part Number 99412. This purchase is unsuitable for full and open competition for the following reasons. NSWC PCD is currently supporting an educational program that is designed to partner NSWC PCD scientist and engineer mentors in high and middle schools in Gulf, Holmes, and Bay counties to encourage local students in science and engineering. The Materials World modules have a technical component, that can only be satisfied by the Mindstorms systems. The hardware kits are used by the students to build components that they can program to sense information about materials and learn about the! module topics. NSWC PCD is also performing training for other participants already committed to the Mindstorms systems. Some modules already have Lego-specific modules designed, and several national competitions use these systems, making them the only robot kits for the job to ensure compatibility. They also have an extremely well-designed software component including tutorials and teaching aids and an extensive network of existing users that will simplify the process of using the robots so the teachers and mentors can focus on teaching the content of the modules, rather than spending all their time simply getting the robots to run. Lastly, the items being purchased were designed by and are proprietary to Lego thus making them the only source that can provide these items.
