Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation number is W9124708T0339, and is issued as a Request for Quotation (RFQ). The 2125th Garrison Support Unit is seeking quotes for a Firm Fixed Price contract for the repair and fabrication of two (2) Water Distribution Systems on Fort Bragg, NC. This RFQ incorporates provisions and clauses as those in effect through Federal Acquisition Circular Number 2005-24, effective February 28, 2008. This solicitation is 100% set-aside for small business. The North American Industry Classification System (NAICS) code is 811111 with small business standard of $7.0 million or less annual gross revenue. This requirement is to repair and fabricate parts on two Water Distribution Systems. This system consists of an engine with a pump that is attached to the rear of a tanker semi-trailer. Both engines are new and require the following repairs and fabrications: installation of one adapter plate for the transfer of power from the engine to the pump; construction of two wiring harnesses with an automatic shut-off system for malfunctions; the fabrication and installation of two engine covers, with an access door, made of sturdy, sheet metal and painted to match the semi-trailer; the mounting of the pumps that are provided; and the connection of all plumbing. Performance tests on the two units are required to ensure that the engines, pumps, and plumbing are all working properly. The original engines were replaced with two new, unique engines. Pictures of engines available upon request. All required services will take place at Building A-6146, Fort Bragg, North Carolina. The Contractor shall perform the services required during the hours of 7:30 a.m. to 4:00 p.m., Monday through Friday (except holidays). The following provisions and clauses apply to this solicitation: FAR 52.212-1, Instructions to Offerors-Commercial Items; FAR 52.237-1, Solicitation Provisions Incorporated by Reference (website provided http://farsite.hill.af.mil); FAR 52.212-2, Evaluation-Commercial Items. (a) The Government will evaluate offers in response to this request and award a purchase order/contract to the responsible offeror whose offer conforming to this request, will be most advantageous to the Government considering price and other factors. The following factor shall be used to evaluate offers: (i) price. Award will be made based upon the best value to the Government in accordance with procedures in FAR 13.106-2(b). A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offers specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. Contractors may use a direct XML data transfer to the database server or fill in the fields on the website.
