- NASA has a requirement for a hosting site for the "Forecasting the OperationalAll-clear" Workshop to be held in April 2009.NASA/JSC intends to host this workshop at the University Corporation for AtmosphericResearch (UCAR) in Boulder, Colorado. The services required of the hosting site willinclude providing facilities for a 3-day workshop, administrative support for theworkshop, materials and supplies, computer email stations, workshop snacks and lunches,as well as postage and photocopying as needed.UCAR was selected as the actual host ofthe workshop through a previously competed NASA Solicitation and Proposal IntegratedReview and Evaluation System (NSPIRES), Award Number 07-LWSTRT07-0069.Selection wasmade due to their location to the National Oceanic and Atmospheric Administration (NOAA)Space Weather Prediction Center, which is a central location for Space Weather issues,and for the familiarity with the Space Weather and Solar Physics communities. As such,UCAR is considered the only reasonable source for hosting the workshop.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon September 19, 2008. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
