- (i) This is a combined/synopsis solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. (ii) This is solicitation number FDA-SOL-08-1047185 and this solicitation is being issued as a Request for Quote (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-12. This is a total small business set-aside. (iv) The NAICS code is 541512. The size standard $25M. (v) See attached lists for line items required for this order. (vi) DESCRIPTION OF REQUIREMENTS: STATEMENT OF WORK: The providing contractor shall be a current ARCHIBUS Business partner in good standing. The contractor shall supply new ARCHIBUS/FM Version 17 (latest release) Web Central; one year technical support and software subscription consistent with the detailed quantities and descriptions provided below. The contractor shall supply technical support and software subscription annual renewal cost for the existing configuration consistent with the items listed below. Existing Configuration Technical Support Provide the software subscription and technical support for ARCHIBUS Enterprise and Web Central software. Technical support shall include the ability for FDA users to log issue tickets. The contractor shall provide pricing for unlimited technical support as well as information regarding response times and associated response categories (e.g., emergency, general, etc.). New ARCHIBUS/FM Version 17 software & 1st year software subscription Provide Web Central software to include 1st year software subscription cost. This is a new order to purchase two additional software modules to be used to automate FDA’s real property asset inventory and improve business processes in the areas of real property management, lease management and building operations. In FY2007 the Office of Real Property Services acquired ARCHIBUS software comprised of 15 Enterprise (Windows based) modules and eight (8) Web-based modules. In FY2008, ARCHIBUS released two new modules that will be needed to fully and effectively implement an automated real property asset management system in FDA consistent with the requirements of Executive Order 13327 and the Real Property Asset Management Scorecard established as part of the President’s Management Agenda. Program Office: Office of Real Property Services/Office of Shared Services/Office of Management/Office of the Commissioner/HFA-240 Project Officer: Don Demers – 5630 Fishers Lane, Room 1033, Rockville, MD 20857 – 301-827-0928 As noted above, this purchase limits the requirement to a particular brand-name, ARCHIBUS/FM, which is peculiar to one manufacturer. Since FY2005 the Office of Real Property Services has attempted to implement a system to automate FDA’s real property asset inventory and improve business processes in the areas of real property management, lease management and building operations to ensure conformance with the Real Property Scorecard requirements. This process has been unsuccessful due to the inability of the current vendor to customize its product to meet FDA needs and the contract is being terminated. This has resulted in a 1-year plus delay in establishing this automated system, which is not only jeopardizing FDA’s ability to fully conform with the Real Property Scorecard requirements, but also placing a significant strain on FDA’s real property management resources to maintain and utilize FDA’s real property asset data using a spreadsheet format. This product is being used by FDA’s sister agency, the National Institutes of Health (NIH), as well as several other federal agencies to meet the Real Property Scorecard requirements. FDA has determined it can begin using the ARCHIBUS/FM product off-the-shelf with only minor personalization. Our requirements dictate CAFM minimum functionality inclusive of Space, Lease/Property Management, CAD (AutoCAD specific), Building Maintenance, Move Management and a Web Interface. Choosing any other software that could meet the functional requirements would result in project timeline delays and increased costs. The ARCHIBUS product was selected in order to capitalize on our sister agency’s experience and more importantly, the fact that our current support staff is ARCHIBUS trained, experienced with the NIH project, and will perform the installation and data migration process. This reduces the professional services cost requirement and minimizes the project timeline. In order to begin using the product in an expeditious manner, FDA will need training in the use of the product for all intended users as well as professional services directly from ARCHIBUS employees. This professional services requirement has been established to ensure employees who have significant experience developing and utilizing the ARCHIBUS/FM product can be utilized to efficiently and effectively assist FDA in fully utilizing the product as quickly as possible. (vii) Place of Performance: Program Office: Office of Real Property Services/Office of Shared Services/Office of Management/Office of the Commissioner/HFA-240/ 5630 Fishers Lane, Room 1033, Rockville, MD 20857 – 301-827-0928 Deliverables – Software shall be delivered 15 calendar days after award. Technical Support shall be provided by phone or email for one calendar year from date of delivery. Software updates shall be provided as they become available within one year from date of delivery. (ix) The provision at 52.212-1, Evaluation -- Commercial Items (Jan 1999) The Government will award a purchase order contract resulting from this solicitation to the lowest responsible offeror whose offer conforming to the solicitation will offer the best value to the Government. (x) Vendors shall complete FAR 52.212-3, Offerors Representations and Certifications - Commercial Items (JUN 2003). This can be done electronically at http://orca.bpn.gov. The contracting officer will review the vendor’s online certifications at http://orca.bpn.gov to ensure that they are accurate and complete. If the vendor does not have active representations and certifications registered online they will be disqualified from being considered for award.
