REFERENCE NUMBER – A76 MAIL CENTER - This document serves as a formal A76 Standard Competitive Sourcing Study Pre-Solicitation Notice for Mail Center Services at the Social Security Administration (SSA), as part of the Base Notice for Mail Center Services that was announced on FedBizOpps on December 18, 2007. In accordance with the Office of Management and Budget (OMB) Circular A-76 (revised May 29, 2003), the Mail Center Services under study is responsible for receiving and dispersing letter mail, correspondence, and unopened certified and priority mail and for receiving and dispatching material and claim folders in support of SSA’s domestic and international claims operations and earnings operations. Mail center services are performed at three different sites within the Baltimore, MD metropolitan area; the primary hub is located at 1500 Woodlawn Drive, Baltimore, MD 21241 (Security West Building) and the other two integrated sites are: Woodlawn Office complex located 1718 Woodlawn Drive, Baltimore, MD 21207 and the Metro West Building located at 300 North Greene Street, Baltimore, MD 21290. SSA anticipates awarding a firm-fixed-price contract for this effort. The period of performance will be for a four (4) month phase-in period, and a one year (12 month) base period with four 12-month option periods, if exercised. This procurement is 100% competitive set-aside under the Small Business Administration guidelines. This requirement will be procured utilizing procedures in the Federal Acquisition Regulation (FAR) Part 7 – Acquisition Planning, Part 12 – Acquisition of Commercial Items, Part 15 – Contracting by Negotiation, and Part 19.5 – Set Asides for Small Business. This requirement is subject to the Service Contract Act of 1965, as amended, FAR 52.222-41, Statement of Equivalent Rates for Federal Hires, 52.222-42, and Fair Labor Standards Act and Service Contract Act – Price Adjustment (Multiple Year and Option Contracts) 52.222-43. The North American Industry Classification System (NAICS) code for this acquisition is 491110. The small business size standard is $7.0M. Offers from other than those who qualify as a small business under NAICS code 491110 will not be considered for award. The intent is to select a prospective provider (private or public) whose offer or tender conforms to the solicitation requirements and is based on the lowest price, technically acceptable (LPTA) offer. The solicitation (SSA-RFP-09-1003) and any related documents for this procurement will be made available to interested parties through electronic media on or about September 16, 2008. The address for downloading via the Internet at Federal Business Opportunities (FedBizOpps) is http://www.fedbizopps.gov. No paper copies of the solicitation will be made available. Potential offerors shall be responsible for monitoring the Internet site for release of the solicitation, amendments (if any), and responses to any questions in accordance with the solicitation provision.
