- Description
- The VA Great Lakes Acquisition Center (GLAC) Milwaukee, WI intends to negotiate a sole source procurement with Topcon Medical Systems, Inc. of Paramus, NJ. The proposed contract action is to purchase and install an EyeRoute Ophthalmic Document Management System for the Zablocki VA Medical Center, Milwaukee, WI and is anticipated to include one year of maintenance. This procurement is being conducted in accordance with FAR 6.302-1, only one responsible source and no other vendor or product will satisfy agency requirements. To the best of our knowledge the EyeRoute as a product of Topcon is the only known product that is compatible with the current Topcon Imagenet proprietary database. Topcon has an approved DICOM interface for the transmission of patient data to the VA Vista System for image storage purposes (Vista Imaging). To the best of our knowledge EyeRoute is the only product that has approved VA DICOM and HL7 interface capabilities for storage of data/images in addition to ability to access information from the Topcon ophthalmology workstations. Contract is firm fixed price and the NAICS Code is 333314. This notice of intent is not a request for competitive quotes. No solicitation document is available and telephone requests will not be accepted. However, any firm that believes it can meet these requirements is requested to submit clear and convincing evidence of their ability to provide these products. Vendors are required to include but not be limited to manufacturer's brochures, system properties and salient characteristics of the product. Written notification must be submitted to the Contracting Officer no later than September 15, 2008 at 2:00 p.m. CST. Information can be sent electronically to the Contracting Officer at paula.scott@va.gov or via mail to the Contracting Officer, VAMC-GLAC, Bldg. 5, 5000 W. National Avenue, Milwaukee WI 53295. Responses received will be evaluated however; a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the GLAC will proceed with the sole source negotiation with Topcon Medical Systems, Inc.
