- NOTICE OF INTENT TO SOLE SOURCE This is a notice of intent to sole source to Kansas State University for the development of the Family Advocacy portion of the Resiliency Project. The contract will be awarded pursuant to FAR 6.302-1, only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This notice of intent is not a request for competitive proposals. A determination not to compete this proposed procurement based on responses received to this notice is solely within the discretion of the government. Convincing evidence of your ability to meet all of the requirements must be provided NLT than 10 days from this notice. The advocacy program must be implemented and ready for execution by September 30, 2008. The performance period shall not exceed 12 months. PURPOSE OF PROJECT The Air National Guard recognizes the benefit of providing assistance to airmen and family members who are experiencing personal, family and work related problems due to the stress of war time or natural disaster response efforts. These problems have the potential to lower morale, interfere with work responsibilities, and increase in-patient use of mental health services. The contract with K-State will be in support of the Resiliency Project under separate contract. SERVICES TO BE PROVIDED •Develop the Family advocacy portion of our program - resiliency.org. •Develop concept for mental health services as adjunct/or integral part of EMEDS--considering best use of military/civilian or combination of same for delivery of mental health services. •Assist Kansas National Guard with integration of resiliency.org into EMEDS training program and community program prototypes. •Serve as senior advisors to Emergency/Disaster Management leadership in Kansas and FEMA Region VII. •Model resiliency.org program in the civilian community to ensure that civil-military program remains suitable for non-military, civilian agencies and personnel. •Lead in working with Chaplain “Extender” Training Program to enhance pastoral counseling skills with mental health training and crisis identification/intervention capabilities/referrals. •Home-base, working closely with Family Support Program Office and Kansas Guard Chaplain leadership, for chaplain aspect of resiliency.org. REPORTING REQUIREMENTS The Contractor shall comply with stated reporting requirements •In no event shall the Contractor, or any subcontractors, disclose any information that identifies an employee, spouse, or dependent to any person or organization. This includes any employee, or representative of the State of Kansas. However, the Contractors personnel may discuss treatment needs with the physician of the employee, spouse, or dependent, if, and only if, the employee consents in writing to this communication. Additionally, the Contractors personnel may discuss work-related issues with the supervisor of the employee, if, and only if, the employee consents in writing to this communication. MONITORING OF PERFORMANCE •The Contractors performance under any resulting contract shall be monitored by the Adjutant General of Kansas. •Contractor shall provide progress reports, to include course materials as they are being developed and summary of activities and resources in use.
