- NASA/DFRC has a requirement for Laser Tracker & Spatial Analyzer Training and LaserRental.[SPECIFICATIONS]The specifications are: 010-900-10IMS TRAINING ONSITE (10 Hrs per Day) Laser Tracker and Spatial Analyzer Training (Training to be conducted at customer location) (deliver time: 2 wks ARO) APIT3 LTAPI Laser Tracker T3 60 With Interferometer & Turbo ADM Includes: 60 meter Tracker & Controller w/Integrated Digital Level Sensor Weather Station, and 5m Cable Tool Bag for cables and accessories Ethernet Cable Rough In Level SMR Cleaning Kit Shipping Case with Wheels Spatial Analyzer Software with Dongle Key (deliver time: 2 wks ARO) [SOLE SOURCE EXPLANATION]NASA/DFRC intends to purchase the items from SERVCO Industrial. The current capacity of a single laser tracker at Dryden limits the amount ofmeasurements that can be taken in a given time period.Having a second laser trackerunit with a trained qualified operator will allow the Mass Properties testing to beconducted within the time allowed. Due to the schedule constraints of the testing thesupplier must be sole source to meet the requirements in the limited amount of time.The schedule for this test cannot be delayed. Without the support of SERVCO Industrial,the test objective will not be accomplished. The Government has already investedsignificant funds into these tests. The work being performed under this task is extremely time critical. The time frame ofthis test is between September 19th and October 4th, 2008 and is the only periodavailable to perform these tests. If the second laser tracker and operator are notavailable to support this test window all of the testing objectives will not beaccomplished. SERVCO Industrial was identified as having available expert personnel andequipment required to do these measurements and consultation. They have extensiveexperience in the field of metrology and have prior experience taking measurements of theCEV Crew Module. NASA/DFRC has a requirement for [ENTER DETAILED DESCRIPTION OF REQUIRED ITEMS INCLUDINGQUANTITIES AND UNITS OF MEASURE].The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon Septemer 23, 2008. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
