Description
W912PL-08-R-0028 Repair Airfield Pavement Repair Airfield Pavement; Runway 03L/21R. Work includes removing damaged asphalt and installing a standard Portland Concrete Cement (PCC) runway 150 feet wide, 3000 feet long, 11 inches thick, and 4 inches base course. Significantly decreases the potential for aircraft damage from foreign object debris (FOD). Work also includes replacing runway striping. Comply with Antiterrorism/Force Protection measures per unified facilities criteria and Air Force Airfield criteria. The North American Industry Classification System (NAICS) code is 2337310, $33.5M average annual gross revenue for the last three (3) fiscal years. The FSC Code is Y124. The Estimated cost range of the project is $5,000,000 to $10,000,000. The solicitation will be made available on or about 24 September 2008. If the awarded offeror is a large business, they will be required to submit a Sub-Contracting Plan. The Los Angeles District Sub-contracting goals are as follows: 70% with small business, 6.2% with small disadvantaged business, 7.0% with woman owned small business,.9% with service disabled veteran owned small business and 9.8% with Hub-Zone small business. The Government intends to issue this solicitation and all amendments through the use of the Internet. No additional media (CD ROMs, Floppy Disks, Faxes, or paper) will be provided unless the Government determines that it is necessary. THIS IS AN UNRESTRICTED REQUEST FOR PROPOSAL (RFP), BEST VALUE LOWEST PRICE TECHNICALLY ACCEPTABLE WITH HUB ZONE PREFERENCE. Both a technical and a price proposal will be required. The Technical Evaluation Factors for this procurement are in Section 0110, entitled, Submission Requirements and Instructions. It is the Governments intent to award based on initial offers without discussions; therefore, the offerors shall provide their best technical and price proposals. Performance Period is for 210 calendar days after Contract Receipt of Notice to Proceed (NTP). Please note that there are special instructions pertaining to hand delivered proposals. These special instructions can be viewed in Section 00100 of the advertised solicitation. An important notice to all potential offerors: The U.S. Army Corps of Engineers, Los Angeles has implemented a new procedure for posting solicitations.
