Description
September 09, 2008 Directorate of Contracting SUBJECT: Request for Proposal for W9124L-08-T-0105, Apply Army Approved External Foam Tent Insulation, Fort Sill, Oklahoma. All Concerned: 1. Attached to this letter are questions that were submitted in reference to W9124L-08-T-0105, Apply Army Approved External Foam Tent Insulation, and the Governments response to these questions. 2. The Proposal due date has been changed from 12 September 2008, 1200 p.m. CST to 16 September 2008, 1200 p.m. CST. Acknowledgement of any and all amendments is required. 3. If you should have any further questions, please contact Karen Warner, Contract Specialist at (580) 442-4315, or me at (580) 442-6963. Apply Army Approved External Foam Tent Insulation W9124L-08-T-0105 09 September 2008 Questions and Answers: Question 1.During the site visit it was indicated that one of the overhead doors on each of the large tents was to be framed to allow for operation of the door essentially creating an opening of 10 ft high x 12 ft wide. Should this work be included in the scope? Answer: The foam should be applied to allow one door on each of the big tents (6400 SF each) to function (operational from the inside 10 feet high). Question 2.What is the required thickness/quantity (unit per measured area, i.e. 2 gal/sq) of the two top coats of acrylic coating? Answer: Per manufacturer recommendations. Question 3.The large tents currently have HVAC equipment, are ventilation requirements necessary for the large tents? Answer: No. Question 4.Are GTC submittals required for the fresh air ventilation system components? Answer: Yes. Question 5.The scope indicates the Contractor shall verify structures are adequately prepared& is the intent for the removal of the sand bags and tightening of the tent structure to be performed by others? Answer: The removal of the sand bags around the perimeter of the tents and the tightening of the tent structure will be performed by the Government. Question 6.What is the scheduled completion date? Answer: The requested completion date is 30 September, 2008. Question 7.Are you requiring Bid, performance and payment bonds? Answer: No. Question 8.Are there any liquidated damages. Answer: No. Question 9.How long is the contract administration time? Answer: The requested completion date is 30 September, 2008. Question 10.Will security background checks be required and how long will they take. Answer: See subject solicitation. Question 11.I can not find the thickness of the plywood inch. Answer: All plywood on this project shall be 3/4 inch pressure treated. Question 12.On the coating you are indicating only two coats what is the desired dry mils required. Answer: Per manufacturer recommendations. Question 13.Is there any warranty requirements. Answer: Per manufacturer recommendations. Question 14.Could you clarify the reasons for the dimensions of the entry way. Answer: Battle gear. Question 15. Is there a better spec on the tightening of the tent substrate as in recommendations on how and how tight it needs to be? Answer: The removal of the sand bags around the perimeter of the tents and the tightening of the tent structure will be performed by the Government. Question 16.Will there be temporary power available 220, 100 amps single phase is what is required. Answer: No. Question 17.What are the safety plan requirements? Answer: SAFETY AND ACCIDENT PREVENTION: Requirements of EM 385-1-1 shall be strictly enforced and adhered to at all time at the job sites. The contractor shall adhere to the requirements of the Occupational Safety and Health Administration as applicable to all work activities. Question 18. Are there any plans and/or drawings for these tents? Answer: No. Question 19. Are the tents pre built and the bids are for spraying only the foam and coatings? Answer: All tents are already erected. Question 20. Must I only use Gaco Western products? I have a superior product (At least I think so) and would completely cover the structure in a hard coating making it almost a permanent structure. Answer: The solicitation states or equal. Question 21. How do I go about getting our coatings Army Test and Evaluation Command Safety Certified? Answer: Go to www.atec.army.mil for information. Question 22. What information will be required on our foam and coatings in order to obtain Government Toxicity clearance? Answer: Go to www.atec.army.mil for information.
