Description
This is a notice for the Mine Safety and Health Administration (MSHA). The Agency intends to award a sole source service contract. The services required are: Conduct very detailed and meticulous computer data queries that utilize current software applications such as BI-Query, Access, Excel, MSIS, IPAL, ORACLE WAREHOUSE to prepare the audit team to conduct audits. This detailed work will consist of assisting in identifying problem areas, trends and accomplishments, developing and recommending program objectives, operation and recommend resource evaluation of both Coal and Metal Nonmetal Program areas. Prepare detailed reports of review, concentrating on problems and their resolution, and brief the MSHA staff of the findings from surveys and make recommendations on how the Districts can better manage their Accountability Program. Work with and consult with NIOSH, UMWA, and other labor organizations to provide useful data arranged in a meaningful way on excel spreadsheets, graphs, charts, and computer reports to direct the attention of the accountability office to high risk mining operations in both coal and metal non metal properties. The analyst will provide valuable information on how to perform queries to the Headquarters Accountability Coordinators and all District Program Analyst and act as a clearing house to assist them with problem solving on difficult complex queries. The individual providing the service is required to have the following experience: The individual must have extensive knowledge of MSHA's Enforcement processes, practices, and procedures, as well as MSHA's Data, Data Warehouse, and Hummingbird BI Query Tool. Detailed and meticulous computer data queries that utilize current software applications such as BI-Query, Access, Excel, MSIS, IPAL, ORACLE WAREHOUSE to prepare the audit team to conduct audits. The individual should also possess knowledge of field office input policies on IPAL, People-Time, Health Data, and other field office functions.
