Description
The National Institute of Standards and Technology (NIST) Acquisition Management Division, on behalf of the NIST Information Technology Laboratory (ITL), intends to negotiate with the Asian Technology Information Program (ATIP), Albuquerque, NM, on a sole source basis under the authority of 41 U.S.C. 253(c)(1). The goals of the acquisition are to maintain cognizance of the state-of-the-art information technology advances in Asia. NIST’s requirements include demonstrated experience in developing reports and providing analysis of the state-of-the-art information technology advances in Asia; demonstrated firsthand knowledge of Asian science and technology trends and developments; and demonstrated access to key organizations, managers and scientists in areas such as Japan, China, and Singapore. Based on recent extensive market research, NIST believes that only ATIP can satisfy NIST’s requirements. The Contractor will be required to provide consulting services and support in response to NIST requests for follow-up, research, and other specified services and expertise. Specifically, the Contractor shall conduct briefings, support NIST site visits and/or technology tours to Asia, research new advances in IT in Asia and provide reports to ITL. NIST anticipates negotiating and awarding a contract for a base period of twelve months and one twelve-month option to extend the term of the contract. Interested parties may identify their interest; however, such parties must clearly demonstrate their ability to perform the requirement in writing no later than the response date in order to be considered. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition.
