- The 642 Combat Sustainment Group Contracting Office at Robins AFB, GA has a requirement for Basic Expeditionary Airfield Resources (BEAR) Power Units (BPU), NSN: 6115-01-536-4373EJ (this is a generic NSN for solicitation purposes only). The BEAR Power Unit (BPU) shall be a trailer-mounted, EPA compliant diesel engine driven generator set which will be used as a prime power unit to provide deployable electrical power in support of BEAR forward operating military bases. The BPU configuration baseline is multiple component and set based. The BPU is to be air transportable, dual voltage/dual frequency, have manual and automatic paralleling capabilities, and compatible with existing BEAR distribution equipment. The Government intends to award a ten-year, fixed-price with economic price adjustment, Requirements contract with Best Estimated Quantities (BEQ). The RFP and resultant contract will be structured with one basic contract period of 36 months and seven annual option periods. Preproduction units will be required (8 EA BPU preproduction units and 4 EA Mission Readiness Spares Packages (MRSP) to support BPU preproduction units). A Product Description (PD) and Statement of Work (SOW) will be provided as part of the RFP package. Preproduction test plan, preproduction test report, technical manuals and provisioning data are a few of the mandatory data deliverables included in this requirement. The best estimated quantities (BEQs) listed in order of the option periods (Basic, Option I, Option II, Option III, Option IV, Option V, Option VI, Option VII, and total BEQs) are as follows: BPU production units: 45, 45, 45, 45, 45, 45, 46, 46, Total BEQ: 362 MRSPs to support BPU production units: 22, 22, 22, 23, 23, 23, 23, 23, Total BEQ: 181 The maximum required output for BPU production units is 5 units per month. The maximum required output for MRSP kits is 3 kits per month. FAR Part 12 and 15 procedures will be utilized. Offerors shall prepare their proposals in accordance with mandatory and detailed instructions contained in the RFP. The Government will utilize AFFARS 5315 and Mandatory Procedures MP5315.3, Full Source Selection procedures and will evaluate proposals and make award in accordance with the Evaluation Basis for Award Provision in the RFP. It is anticipated that the RFP will be released on or around 25 September 2008. The RFP will be posted to the Federal Business Opportunities website ( http://www.fbo.gov ). No hard copies will be provided. All responsible sources may submit a proposal, which shall be considered by the agency. There are no foreseen restrictions to foreign contractor participation at the prime contractor level.
