- This is not a Request For Proposal(RFP). The USPFO for West Virginia is seeking architect and engineering firms that have the capability to provide such services as part of Statewide Multidisciplinary Indefinite Delivery Indefinite Quantity (IDIQ) contracts for investigative, design and construction professional and/or inspection surveillance (Type A, B and C/Type 1 and 2) architect-engineering services for horizontal and vertical construction to meet the needs of the West Virginia National Guard. These services will be required for projects primarily at the 130th Airlift Wing, Charleston, West Virginia, with the possibility of services for the 167th Airlift Wing, Martinsburg, West Virginia, and the Army National Guard at various locations throughout the State of West Virginia. West Virginia Air National Guard Base Contracting Officers are also authorized to negotiate and award orders under this contract. A-E firm(s) will require the direct supervision for all work performed under this contract(s) by a professional architect or engineer licensed, registered or certified in the State (West Virginia) in which the services are to be performed. Professional Services which may be required, shall include but are not limited to; providing scope, development, planning, concept development, interior design, environmental studies, feasibility studies, program analysis, design review, value engineering reviews, consulting/design-build/construction management for work, building designs for new facilities and systems, to include new buildings, building addition and/or building renovations and demolition. Additional services that may be required include, but are not limited to, preparation of designs, plans, drawings, life-cycle cost analysis, construction cost estimates, project specifications; LEED, fact-finding studies, surveys, investigations, advisory services on Source Selection Boards, other professional A-E services not necessarily connected with specific construction projects; preparation of Design-Build Proposal Statements of Work; and supervision/inspection of projects under construction, to include inspection and oversight of projects contracted as Design-Build projects. Electronic submittals will be required as part of the final design product. The Government anticipates award of approximately three firm fixed-price contracts. The procurement is anticipated to be a base year with four (4) option years. Total amount paid under each resultant IDIQ contract will not exceed a total contract value of $10 million. Individual task orders may be of any value within the contract maximum ceiling value (base year and up to 4 option years) of $10 million. The option years will be exercised at the discretion of the Government. The contracts shall be awarded subject to the availability of funds, FAR 52.232-18. Funding shall be cited on each individual task order. A minimum of $2,000, only, in fees will be guaranteed to the A-E for the basic contract, and each optional period, if exercised. Should a delivery order not be issued for a particular contract period, the Government will pay the Contractor the negotiated profit amount on the minimum $2,000 fee guarantee. Subsequent task orders will be issued as the need arises and awarded pursuant to fair opportunity to the enterprise selected as most qualified for the project to be undertaken. The first contract is anticipated to be awarded in early 2009. The North American Industry Classification System (NAICS) Code is 541310 -Architectural Services. The small business size standard is $4.5 million average annual revenue for the previous three years. This is an unrestricted procurement action open to small and large business. A Small Business Subcontracting Plan will be required if the offeror is a large business. If a large business is selected for this contract, it must comply with Federal Acquisition Regulation subpart 19.7 and FAR 52.219-9, regarding the requirement for a subcontracting plan on that part of the work it intends to subcontract. The subcontracting goals for fiscal year 2009 for the National Guard which will be considered in the negotiation of this contract. The 2009 goals will not be published until after October 1, 2008. The current goals for fiscal year 2008 are listed at: (1) at least 67.4% of a contractor's intended subcontract amount be placed with small businesses (SB), including small disadvantaged businesses (SDB) and women-owned small businesses (WOSB); (2) at least 6.0% of a contractor's intended subcontract amount be placed with SDB; and, (3) at least 9.0% of a contractor's intended subcontract amount be placed with WOSB; (4) at least 3.2% with HUBZone Small Business; at least 3.0% with Veteran-Owned Small Business; and at least 3.0% with Service-Disabled Veteran-Owned Small Business. Again, fiscal year 2009 goals will be negotiated for this procurement and the above listed goals are an example from fiscal year 2008. The subcontracting plan is not required with the SF 330 submittal but will be required from the firms making the short list before the final selection board. Failure to submit and negotiate the subcontracting plan shall make the offeror ineligible for award of a contract. Interested offerors must be registered in the DOD Central Contractor Registration (CCR) database. Firms can register via the CCR Internet site at http://www.ccr.gov or by contacting the CCR Information Center at 1-888-227-2423. Interested offerors are required to submit their representations and certifications on-line at http://orca.bpn.gov. You will need your DUNS number and CCR MPIN in order to log in to the Online Representations and Certifications Application (ORCA) website. Possible projects may consist of roadway and military airfield pavements, and base utility infrastructures to include water, sewer, power, communication systems, civil site design and aircraft fuel distribution and storage systems. Projects of vertical building construction associated with National Guard installations, such as, but not limited to, vehicle maintenance shops, support equipment maintenance shops, administrative offices, base supply facilities, base engineering facilities, fire stations, security police facilities, munitions maintenance facilities, communications and electronic training facilities, army aviation support facility expansion, statewide anti-terrorism force protection projects, storm water upgrades, dining halls and medical training facilities. Work may include, but not limited to, a) the preparation of plans, specifications, calculations, and cost estimates, b) development of cost management, quality control and quality assurance plans, c) construction surveillance inspections, d) development of design standards, e) preparations for design submissions, and f) making technical, economic, planning and environmental studies, analyses, surveys, investigations and reports and studies, g) development of documents to support ANG and ARNG MILCON and SRM Programs. Work shall be accomplished in full compliance with established Army National Guard and Air National Guard regulations, manuals, policies, standards and practices and other professional practices and standards as necessitated by project conditions and requirements. Selection of the firm will be IAW Subpart 36.602 of the Federal Acquisition Regulation, and will be based on the following criteria, listed in the following order of importance: 1) Professional Qualifications necessary for satisfactory performance of required services. The qualifications of the individuals that will be used for these services will be examined for experience and education. The project team should include the following engineering disciplines: Architectural, Civil, Mechanical, Electrical, Structural, and Environmental. 2) Specialized experience and technical competence in the type of work required. Since this contract is expected to incorporate a wide range of military projects, similar experience will be evaluated. Specific experience with HVAC design, utilities design, paving design, fire detection and suppression system design, roofing design, electrical system design, Petroleum, Oil, and Lubricants (POL) handling and storage facilities, Anti-Terrorism / Force Protection (AT/FP) measures, LEED accreditation, knowledge of the locality, and facility rehabilitation design will be evaluated. Where appropriate, success in prescribing the use of recovered materials and also in achieving waste reduction, pollution prevention, and energy conservation will be evaluated. 3) Capacity to accomplish the work in the required time. The general workload and staffing capacity of the design office will be evaluated. The A-E firms ability to respond to the Governments needs will also be evaluated under this category. 4) Past performance on contracts with government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules. The past performance of the A-E firm on projects for Government (federal, state, local) agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules will be examined. 5) Location in the general geographical area of the project and knowledge of the locality of the project; provided, that application of this criterion leaves an appropriate number of qualified firms given the nature and size of the project. The geographic proximity of each firm to West Virginia will be evaluated. This criterion will apply to the office from which the majority of the design services will be performed. 6) Volume of work awarded by DOD during the past twelve months. The volume of DOD work the A-E firm was awarded during the previous twelve (12) months will be considered. The A-E firm is requested to identify this information on the SF 330. The selection process in FAR Subpart 36.6 will be used to review and evaluate firms. A Pre-selection Board shall review, evaluate and rank the firms according to the selection criteria. The selection board will hold discussions with four to seven of the most highly qualified firms and prepare a selection report for the final selection authority who shall make the final selection decision. All firms on the final selection list are considered selected firms with which the contracting officer may negotiate in accordance with FAR 36.606. The type of contract is a firm fixed price. This synopsis is not a request for proposal (RFP). The SF 330 Part I is limited to 60, 8.5x11 pages. Minimum font size is 10. Submit the following: a) One (1) original and four (4) copies of SF 330 for the prime offeror (which also includes a completed Part II for the firm and key subconsultants) addressing selection criteria information; and b) one compact disk copy, in Adobe Acrobat format, of the complete SF330 being submitted by the firm. SF330, Part I, Section B: Contract Information: In Block 5, list firms Dunn and Bradstreet and Taxpayer Identification Number in addition to the name of the firm. SF330, Section D: Organization Chart: In addition to the Instructions provided for the SF 330, identify the overall relationship and lines of authority of the proposed team, including key subconsultants. (Note: All individuals listed on the organization chart are not required to have a resume in Section E, such as administrative or lower level engineering positions.), Section F: Include only 10 projects over the last five years which best illustrates the requirements for this contract. If the example project was a government contract include the ACASS number and report. The A-E shall not include company literature with the SF330.
