Description
SOURCES SOUGHT NOTICE NO. SS-NCI-TSB-2008-02 “Preparation of Radiolabeled Materials” This Sources Sought Notice (SS) is for informational and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the National Cancer Institute (NCI). The purpose of this Sources Sought is to identify qualified small business concerns including Small Disadvantaged Businesses (SDB), Woman-owned Small Businesses (WOSB), 8(a), Historically Underutilized Business Zone (HUBZone), or Service-Disabled Veteran-owned Small Business (SDVOSB) concerns that are interested in and capable of performing the work described herein. The NCI does not intend to award a contract on the basis of responses nor otherwise pay for the preparation of any information submitted. As a result of this Sources Sought, the NCI may issue a Request for Proposal (RFP). THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. However, should such a requirement materialize, no basis for claims against NCI shall arise as a result of a response to this Sources Sought or the NCI’s use of such information as either part of our evaluation process or in developing specifications for any subsequent requirement. The National Cancer Institute, Division of Cancer Treatment and Diagnosis, Developmental Therapeutics Program is seeking qualified small businesses including Small Disadvantaged Businesses (SDB), Woman-owned Small Businesses (WOSB), 8(a), Historically Underutilized Business Zone (HUBZone), or Service-Disabled Veteran owned Small Business (SDVOSB) concerns to furnish services, qualified personnel, equipment, and facilities, not otherwise provided by the Government, to operate a preparative laboratory for the synthesis of radiolabeled materials in 1 to 50 millicurie quantities as assigned by the Project Officer. The NCI expects that two (2) to five (5) radiolabeled compounds, both synthetics and natural products, will be synthesized each year during the base period of five (5) years as well as each of the two (2) option years. In addition, an option quantity of up to two (2) additional compounds may be exercised each year. Priorities for preparation will originate with the Project Officer. The Project Officer will transmit with each request the name and structure of the compound assigned; quantities desired and method of preparation, when available; specifications, when available; and other pertinent information. Specific analytical tests to be performed by the Contractor will also be specified by the Project Officer. Interested qualified small business organizations should submit a tailored capability statement for this requirement not to exceed twenty (20) single sided pages including all attachments, resumes, charts, etc. (single spaced, 12 point font minimum) that clearly details the ability to perform the aspects of the notice described above. All proprietary information should be marked as such. In the event an RFP is issued, the North American Industry Classification System (NAICS) code 541712 with a size standard of 500 employees is being considered. Capability Statements shall demonstrate an understanding of synthetic laboratory work for the preparation of radiolabeled materials. If a Request for Proposal (RFP) is issued following this Sources Sought announcement, offerors will need to demonstrate, at the time of proposal submission, (1) that they are not a pharmaceutical, chemical or biotechnology firm; and (2) that they possess a current Nuclear Regulatory Commission (NRC) license issued by the state that has entered into an agreement with the NRC (an Agreement State). Tailored Capability Statements for this requirement shall address the following four (4) areas: (1) personnel, (2) facilities and equipment (3) understanding of the problem and technical approach, and (4) corporate experience with similar projects. (1)Personnel – must have demonstrated experience in the area of radiolabeled projects; the suitability of the Principal Investigator’s recent experience, scientific accomplishments, publications and qualifications for leading this project. (2)Facilities and equipment – adequacy of deep-freezer storage with temperature monitoring; safe laboratory space and equipment for radio-synthesis work; equipment for analytical work; specialized and isolated facilities; a listing of the equipment available for this proposed project (3)Understanding the problem and technical approach – a detailed technical approach that demonstrates a clear understanding of the draft SOW; discussion of the problems; proposed solutions to potential problems; methodology to be employed; procedures for handling and shipping of radiolabeled materials (4)Organizational background and experience – a description of the facility that will be directly utilized and available for this proposed work; extent and suitability of the organizations capability in the preparation of radiolabeled organic compounds; adequacy of the management plans for the project; and availability of back-up support. The description of your firm’s corporate experience with similar projects should include your firm’s general background, experience, and qualifications particularly with projects involving radiolabeling. A special notation should be made of similar or related programs performed for the Government including documentation with reference to the applicable contract numbers and the supervising agencies.
