Description
National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG), Biostatistics Branch intends to procure on a sole-source basis with Gharbiah Cancer Society, Tanta, Egypt; National Cancer Institute-Cairo, and Association Tunisienne De Lutte contre Le Cancer, Tunis, Tunisia; for a case control study of risk factors for Inflammatory Breast Cancer. This acquisition will be processed under FAR Part 12 – Acquisition for commercial Items and will be made pursuant to the authority in FAR 13.5 to use simplified procedures for commercial acquisitions. The North American Industry Classification System Code is 622110 the business size standard is $31.5M. Period of performance shall be for 1-year from date of award. The purpose of the study is to identify Inflammatory Breast Cancer (IBC) cases and matched non-IBC controls and hospital visitor controls at the National Cancer Institute-Cairo, Gharbiah Center and Association Tunisienee De Lutte contre Le. The study will involve the administration of a questionnaire, anthropometric measurements, and saliva collection for all study subjects. In addition, digital photographs of the breasts will be collected for IBC cases, and a clinical examination form and paraffin-embedded tumor tissue will be collected for IBC cases and non-IBC breast cancer controls. The study will be conducted as a consortium with form development and translation coordinated at the National Cancer Institute (US). A review of study procedures will be done after the first three months of data collection. The contractor shall obtain Institutional Review Board (IRB) approval, identify eligible IBC cases diagnosed or treated, administer case eligibility form, and for eligible subjects administer consent forms for study participation. Complete Clinical Exam Form and Medical Record Review form for each IBC case. Take digital photographs of the breasts of IBC cases, attached study ID number to the digital photographs, and download digital photographs and clinical exam forms to Squish system for transmission to NCI-DCEG or study portal. Administer consent form for study participation to eligible subjects. Complete Clinical Exam form and Medical Record Review form for non-IBC cases. Complete Visitor Control Selection Form to identify one hospital visitor control for each IBC case matched on age and geographic area of residence following the protocol specified in the randomization scheme. Administer questionnaires to enrolled study subjects by trained interviewers before treatment. Collect anthropometric measurements for all study subjects according to specified protocol after completing the epidemiologic interview. Collect saliva and store in air-conditioned room from enrolled study subjects in containers to be provided by the NCI-USA and ship every three month. Translate Arabic numbers on the questionnaires into English before keying. Transmit written monthly progress reports to the NCI-DCEG Project Officer. The Gharbiah Cancer Society, National Cancer Institute-Cairo, and Association Tunisienne De Lutte Contre Le Cancer, Tunisia; were all collaborators on the NCI-DCEG pilot study of inflammatory breast cancer. They are the only known sources to the NCI that have the ability to collect enough cases to meet the minimum requirements to participate in this study. This is not a solicitation for competitive quotations. However, if any interested party believes it can meet the above requirement as detailed, they may submit a statement of capabilities. All information furnished shall be in writing and must contain sufficient detail to allow the NCI researcher to determine if the party can perform this requirement. An original and one copy of the capability statement must be received in the NCI contracting office by 11:00 AM ET on September 18, 2008. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
