- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This is a request for quotation (RFQ) using simplified acquisition procedures. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-26. This acquisition is not set aside for small businesses. The NAICS code is 511210, the SIC is 7372, and the related small business standard size is $23 million. BACKGROUND: As part of the WinSTARR SharePoint Project, the Social Security Administration’s Office of Telecommunications and Systems Operations (OTSO), at the Social Security Administration’s National Computer Center, 6201 Security Blvd., Baltimore, MD 21235, is deploying an enterprise-wide implementation of Microsoft Windows SharePoint Services. SharePoint is a web-based collaboration tool that provides users with the ability to create web sites, store documents and create various type of lists. To safeguard user data and provide the ability to restore documents, OTSO is requesting the purchase of DocAve Backup and Recovery for SharePoint product from AvePoint. The product DocAve—is the only product that meets OTSO’s requirements according to market research and product analysis. The software manufacturer is AvePoint, Inc., 3 Second Street, Jersey City, NJ 07311. The Contract Line Item Number (CLIN), quantity, and unit issue of the software to be purchased and maintained (maintenance is described in the technical specifications below) are as follows, quotes will be accepted on an ALL OR NONE BASIS ONLY: CLIN 0001, Part No. DocAve4.5 MNGR, DocAve 4.5 Enterprise Ed. Manager for SPS 2003, MOSS 2007, WSS 2003 & 2007, one (1) each; CLIN 0002, Part No. DocAve4.5 Discovery Tool, SharePoint Discovery Tool for MOSS 2007 and WSS 2007 (v3), two (2) each; CLIN 0003, Part No. DocAve4.5 Backup and Recovery ITEM PR, DocAve 4.5 Backup and Recovery Agent for MOSS 2007 and WSS 2007 (v3) includes Item and Platform Level Backup and Recovery, twenty-one (21) each; CLIN 0004, Part No. DocAve4.5 MAINT PRM, Premier Maintenance for DocAve 4.5 includes (24/7 Phone Support, e-mail support, patches, and updates). The first 60 days from time of delivery are free, and 12 month maintenance cycle will begin 61 days after delivery of license files. The vendor shall deliver all items electronically, or FOB Destination to Social Security Administration, National Computer Center, 6201 Security Blvd., Baltimore, MD 21235. The provisions at 52.212-1, Instructions to Offerors-Commercial Items, and 52.212-2 Evaluation-Commercial Items, apply to this acquisition. The Government will award a purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The clause at 52.212-4 Contract Terms and Conditions Commercial Items applies to this acquisition. Additionally, the clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items applies to this acquisition, including subparagraph (15) 52.219-28; (16) 52.222-3; (17) 52.222-19; (18) 52.222-21; (19) 52.222-26; (21) 52.222-36; (24) 52.222-50; (31) 52.225-13; (36) 52.232-33; and, (39) 52.239-1. All offerors shall submit the following: 1) Quotation which addresses maintenance for CLIN 0004; and 2) Description of maintenance, including any telephone number or contact information, and the hours of any telephone support; 3) Copy of most recently published price list(s) annotating each item and any applicable discount being afforded SSA; 4) Any warranty information, i.e. return for defects; and, 5) If the offeror has not completed the annual representations and certifications electronically at http://orca.bpn.gov, than a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items which may be downloaded from http://www.acqnet.gov/far/loadmainre.html must be completed. In accordance with FAR Subpart 5.203(b), quotations must be received by 08:00 a.m. local time on September 12, 2008. Questions regarding this solicitation shall be submitted in writing only and must be received by September 10, 2008, at 12: p.m. Refer to AVEPOINTCCS. Telephone calls, faxed offers, and incomplete quotes will not be accepted or acknowledged. The size limitation for e-mail attachments is 10 megabytes and MS Word is the Agency’s standard word processing software.
