Description
The Bureau of Reclamation intends to issue a Request for Proposals for a firm fixed-price contract for the completion of a published report of the first two phases of the South Delta Hydrodynamic Investigation. More specific requirements are listed below. All deliverables shall be provided to the Reclamation Project Manager, Erika Kegel, MP-700, 2800 Cottage Way, Sacramento, California 95825. The NAICS Code is: 541690. This procurement is set-aside for Small Business concerns only. Solicitation 08SP200211 will be posted to http://ideasec.nbc.gov on or about September 11, 2008. The date for receipt of proposals will be approximately September 15, 2008. The solicitation must be downloaded at the above website, no paper copy of this solicitation will be distributed. Prospective contractors MUST be actively registered in the Central Contractor Registration (CCR) database at http://www.ccr.gov to be eligible for award. Additional Requirement Details: The contractor shall prepare a report describing the data analyses, results, and findings from studies of Delta hydrodynamics, adult Delta smelt salvage patterns, and the Spring Kodiak Trawl (SKT) distribution data for adult Delta smelt that were completed by USGS-WRD and DWR during the first two phases of the South Delta hydrodynamic investigation. The contractor shall coordinate with USGS-WRD staff (funded under a separate agreement) for assistance on statistics analysis, retrievals of data, modeling graphics and figures, and December 2004 bathymetry data for Clifton Court Forebay. The report shall include interpretive analyses of Delta flows, Delta smelt salvage, and Delta smelt distribution data. The first draft of the report shall be submitted to the Reclamation Project Manager and for peer review within seven months after receipt of order (ARO). It is anticipated that the report will be published as a USGS-WRD Scientific Investigations Report. The contractor shall coordinate with USGS-WRD (funded under separate agreement) to complete peer review, receive the required USGS-WRD approvals, and publish the report. The contractor shall respond and make revisions to the report within 15 days after receipt of comments. The contractor shall work with USGS-WRD to have the final report printed and made available online within 5 months after submission of the first draft report.
