- Notice of intent to award a sole source purchase order to CelleBrite USA Corp., 795 Franklin Avenue. Suite 105, Franklin Lakes, NJ 07417. The award will be made for the purchase of six (6) Universal Forensic Extraction Devices (UFED). This procurement is being conducted under Federal Acquisition Regulation (FAR) Part 6.302-1, for Other than Full and Open Competition and FAR Part 13, Simplified Acquisition Procedures. THIS IS NOT A REQUEST FOR QUOTATION. All inquiries and concerns shall be addressed in writing to USPFO for Tennessee Contracting Division Attention: Randal Halbrooks, PO Box 41502 Nashville, or sent by email to randal.halbrooks@ng.army.mil. Telephone requests or inquiries will not be accepted. Responses to this notice shall be received no later than 3:30 PM Central Daylight Savings Time, Friday, September 12, 2008. A determination not to compete this requirement is within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements. The following justification and is provided for other than full and open competition for this purchase. The UFED manufactured by the CelleBrite Corporation is the only known product of its kind that can offer the following salient characteristics: 1. Device shall be a stand alone, portable device designed to extract phonebook contacts, call history, pictures, video and saved text messages from at least ninety five percent (95%) of all the cell phone handsets currently in use by United States cell phone providers. Vendor shall provide all necessary hardware to connect UFED to all of the phones described above. 2. In order to avoid a substantial duplication in cost the Government would prefer the UFED currently produced by Cellebrite. The Tennessee Army National Guard (TNARNG) will work in conjunction with the Drug Enforcement Agency who already has over two hundred Cellebrite brand UFEDs. Purchasing the Cellebrite UFED would prevent the TNARNG from having to train on a separate device. It would also allow the agents to exchange parts in the field expeditiously in the event cabling or other peripheral accessories failed. 3. The device shall be capable of uploading data to a Personal Computer (PC) or a USB flash drive. 4. Vendor shall provide software to convert extracted data into a format suitable for emailing reports in a Microsoft EXCEL format.
