- Description
- The Philadelphia VA Medical Center, Philadelphia, PA intends to enter into a sole source contract with Olympus Surgical America, One Corporate Drive, Orangeburg, NY 10962, to obtain two Model ENF-V2 EndoEYE flexible video rhinolaryngoscopes. Due to unique capabilities of these instruments, they have been identified as the only items capable of fulfilling the Government's needs. Required characteristics include: thin 3.2 mm outer diameter for small cavities; no fiber dots; no moir effect; improved brightness and light distribution compared to fiberscopes; HF compatible; fully compatible with stroboscope light sources; and digital zoom. This announcement constitutes the only notice issued; a separate written solicitation will NOT be issued. This procurement is being conducted in accordance with FAR 6.301, only one responsible source and no other supplies and services will satisfy agency requirements. A justification for other than full and open competition has been prepared in support of this acquisition. This notice is not a request for competitive proposals. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. Vendors offering systems including all features listed above and comparable to the Olympus ENF-V2 rhinolaryngoscopes are invited to respond to this notice by supplying descriptive information about their systems to the designated Contract Specialist not later than 4:00 pm (EDST) on September 20, 2008. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Response must be in writing, preferably by e-mail, to the Contract Specialist.
