Description
SUBJECT: COIL ALLOY (FERRITIC STEEL) PREPARATIONSThe U.S. Department of Energys National Energy Technology Laboratory (NETL), Pittsburgh, PA intends to award a purchase order on a sole-source basis to ALLEGHENY TECHNOLOGIES, NATRONA, PA to purchase a coil of T441HP alloy (ferritic steel) with 3.4 mm thick and weight of 12,000 pounds with the requisite gauges (1.0 mm, 0.50 mm, and 0.25 mm) as the following items: Alloy Quantity Lbs Width (in) Thickness (in) Final Form 1 441HP 1000 48 0.133 Cut Sheet 2 441HP 450 48 0.040 Cut Sheet 3 441HP 1600 48 0.040 2 x 17" Coils 4 441HP 650 48 0.040 Cut Sheet 5 441HP 3700 48 0.040 3 x 15" Coils 6 441HP 400 24 0.020 Cut Sheet 7 441HP 100 24 0.020 1 x 24" Coil 8 441HP 1850 48 0.020 3 x 15" Coils 9 441HP 250 24 0.010 Cut Sheet 10 441HP 150 24 0.010 2 x 10" Coils 11 441HP 1850 48 0.010 3 x 15" Coils Total 12,000 Only one responsible source and no other supplies or services will satisfy agency requirements. Simplified Acquisition Procedures FAR Part 13 will be used. This notice is for information purposes only. This request is considered to be sole source to ALLEGHENY TECHNOLOGIES because the are specialists and posses special experience in alloy preparations for SECA (solid state energy conversion alliance) specific needs i.e: fuel cell conditions at which the alloy is susceptible for oxidizing and reducing atmospheres. In the SECA fuel cell program, alloy 441 is recognized as a promising candidate as an interconnect material that has been shown to perform better with long term stability. This is very important for the SECA industrial teams that are working in our program. This particular alloy 441 containing some specific elements such as Silicon which is controlled at the surface by special Allegheny etching processes that has been applied for a patent by Allegheny Technologies. Currently, this alloy 441 is available at Allegheny to supply to other SECA industrial partners to manufacture fuel cells stack. Therefore, this 441 alloy has to be purchased as a sole source from Allegheny Technologies Inc since they are the only people who can meet the fuel cell specifications that the SECA team members (industries working in our program) need. Only one responsible source and no other supplies or services will satisfy agency requirements. Simplified Acquisition Procedures FAR Part 13 will be used. This notice is for information purposes only. This request is considered to be sole source to ALLEGHENY TECHNOLOGIES, therefore, no solicitation will result from this announcement. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. Offerors shall provide sufficient technical literature, documents, etc., in order for the Government evaluation team to make an adequate technical assessment of the quote as meeting technical acceptability. The North American Industry Classification (NAIC) 331111. Interested parties must provide rationale as to why they should be considered. A Firm Fixed Priced Purchase Order shall be issued using the Simplified Acquisition Procedures FAR Part 13. All interested firms must respond to DE-RQ26-08NT000955 by 05:30 p.m. EST, September 25, 2008.
