- Description
- The Department of Health and Human Services/Indian Health Services (IHS), through Strategic Acquisition Services (SAS), Program Support Center (PSC), intends to award a 12 month sole source contract using simplified acquisition procedures to the Family Violence Prevention Fund, 383 Rhode Island St, Ste 304, San Francisco, CA 94103-5178. The anticipated date of award is 09/20/2009. The purpose of this sole source performance based contract is to support the mission of the Indian Health Service (IHS) to raise the health of the American Indian and Alaska Native (AI/AN) people to the highest level by: 1 – Providing training to I/T/U sites participating in the Improvements in Planned Care (IPC) Initiative in order to improve the responsiveness of their staffs and organizations to women and children struggling with domestic violence and sexual assault. Through this contract, all 40 IPC sites, including the current 14 IPC sites plus the soon to be selected 26 new IPC sites, will receive training on the nature and impact of domestic violence, sexual assault and the resulting psychological trauma. 2 - Providing training and technical assistance to other, non-IPC, I/T/U sites to improve the responsiveness of their staffs and organizations to women and children struggling with domestic violence and sexual assault. 3 - Organizing and delivering two Indian Health Service (IHS) DV/SA Pilot meetings. The contract shall be a fixed price performance based acquisition. 1 – DV/SA Screening Support for IPC sites: The Contractor shall provide materials, TA, and will make presentations at planned IPC meetings on DV/SA screening, documentation and institutional DV/SA reform. DV/SA content and materials will be tailored so it fits into the population based care approach. At a minimum, DV/SA background information will be incorporated into an overall screening session and a decision support session. 2 – DV/SA screening support for non-IPC sites: The Contractor shall provide materials, TA and training to five federal (IHS) and two tribal DV/SA Pilot sites to improve the responsiveness of their staffs and organizations to women and children struggling with domestic violence and sexual assault. 3 - Organizing and delivering two Indian Health Service (IHS) DV/SA Pilot meetings. The contractor shall participate in the DV/SA Planning Committee to include the IHS Project Officer to plan each of the DV/SA National meetings. The contractor shall manage the meeting logistics, speakers, and all meeting activities including one DV/SA site visit directly following each national DV/SA Pilot Meeting. PERIOD OF PERFORMANCE The work shall be performed primarily within the contractor’s workspace beginning September 29, 2008 through September 28, 2009. The proposed simplified acquisition is for services for which the Government intends to solicit and negotiate with only one source under authority of Far 6.302. Interested persons may identify their interest by responding to the requirement within 10 days after the date of publication of this notice. A determination by the government not to compete this proposed simplified acquisition based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation is available.
