- INDEFINITE DELIVERY/ INDEFINITE QUANTITY CONTRACT FOR ENVIRONMENTAL PLANNING & ENGINEERING SERVICES FOR NATIONAL ENVIRONMENTAL POLICY ACT (NEPA) & EXECUTIVE ORDER (EO) 12114, ENVIRONMENTAL EFFECTS ABROAD OF MAJOR FEDERAL ACTIONS - SHIP HOMEPORTING ISSUES ALL INFORMATION NEEDED FOR INTERESTED PARTIES TO SUBMIT A STANDARD FORM (SF) 330, ARCHITECT ENGINEER QUALIFICATIONS IS CONTAINED HEREIN. THERE IS NO SEPARATE RFP PACKAGE TO DOWNLOAD.This UNRESTRICTED procurement is for a Firm-Fixed Priced (FFP) Indefinite Delivery/Indefinite Quantity delivery type contract for Architect-Engineering (A-E) Services to provide NEPA document support services in support of proposed infrastructure related actions related to SHIP HOMEPORTING issues. The NAICS code for this contract is 541330, Engineering Services. The geographic area covered by this contract encompasses the Naval Facilities Engineering Command, Atlantic's (NAVFAC-Atlantic) area of responsibility (AOR) and the adjacent waters of the Atlantic and Pacific Oceans, including the Continental United States, the Caribbean, Europe and North Africa. However, tasks associated with this contract may be assigned anywhere in the world. The IDIQ contract term shall be for a one (1) year period, beginning at date of award, and shall contain four (4) one-year option periods. The minimum guarantee under this contract is $10,000.00, and the maximum ceiling for this contract is $40,000,000.00. The preponderance of the work under this contract shall be the preparation of various documents to support the proposed infrastructure related actions with respect to SHIP HOMEPORTING issues. The preponderance of documents to be prepared under this contract are National Environmental Policy Act (NEPA) documents including the following: Categorical Exclusions (CATEX), Environmental Assessments (EA) and Environmental Impact Statements (EIS) under NEPA, as well as Environmental Reviews and Environmental Studies under EO 12114. Examples of tasking may also include: homeporting of ships, new construction, renovation and Base Realignment and Closure (BRAC) actions, proposed operational actions and demolitions. However, other taskings may be assigned. The Contractor shall use the guidelines for preparation of the NEPA documentation as contained in the Council on Environmental Quality (CEQ) Regulations (40 CFR part 1500 et. Seq.) and Navy Instructions as published, 32 CFR Part ! 775 and OPNAVINST 5090.1C. Guidance for preparing EO 12114 documents is contained in OPNAVIST 5090.1C, Appendix E. In order to complete the required documents, the Contractor shall be required to complete most of the following related studies and services: (1) Air conformity Analyses under the Clean Air Act; (2) Wetland delineation and mitigation plans; (3) Cultural resource surveys (both architectural and archeological); (4) Coastal Zone Management consistency determinations; (5) Endangered Species Act Section 7 Consultations, Biologic Surveys and Biological Assessments; (6) Community Impact Studies; (7) Environmental Justice Analysis; (8) Traffic Studies; (9) Water quality studies to include chemical and physical analysis of dredge material and bioassays; (10) Storm Water Management Studies; (11) Noise impact studies/modeling; (12) Toxic and hazardous waste studies; (13) Public Involvement Strategies, (14) Life Cycle Cost Analyses; (15) Land Use Compatibility (LUC) Pla! ns; (16) Natural Resources Surveys; (17) Translation services for CATEX/EA/EIS and Public Notices; (18) Range hazard analysis; (19) At-sea acoustic analysis; (20) Marine Resource Assessments; (21) Marine Mammal Density estimates (22) Letters of Authorization and Incidental Harassment Authorizations; (23) Essential Fish Habitat Assessments; and (24) Military Base Development Requirements to include Encroachment Action Plans for shore installations and operations at sea or in the air. Firms shall demonstrate that they can provide a full range of environmental planning services and have the staff and expertise to manage complex NEPA documents. The contract requires that the selected firms have on-line access to E-mail via the Internet for routine exchange of correspondence. SELECTION CRITERIA Form 330 (SF-330) - The A&E must demonstrate its and each key consultant's qualifications with respect to the published evaluation criteria for all services as described above. Evaluation criteria (1) through (4) are of equal importance, but are more important than criteria (5), (6) and (7). Evaluation criteria (5), (6) and (7) are of equal importance, but are less important than evaluation criteria (1) through (4). It is anticipated that interviews for slated firms will be conducted in Norfolk, VA. Criteria 1 - Specialized Experience and Capacity (SF330, Section F & H): (a). Specialized Experience. The Contractor shall provide a maximum of eight (8) projects that were substantially completed between May 2003 through May 2008 and show specialized experience with both DoD and non-DoD agencies. The format for the projects shall included: Point of contact name, e-mail address, phone number, contract number or project identification number, contract period of performance, award contract value, current contract value and a summary of the work performed that:.Demonstrates specialized experience of the firm and/or proposed consultants with regard to preparation of the above listed environmental documents, including complex NEPA documents, and related studies and their knowledge of environmental regulations pertaining to this type of work and other technical support services..Demonstrates specialized experience in performing multiple, simultaneous projects involving: field investigations, studies/analysis/work plans/ oversight for environmental planning projects and other technical support services..Demonstrates experience relating to compliance with environmental laws and regulations for wetlands permitting and mitigation, air quality, water quality, coastal zone management, RCRA, BRAC, and interfacing with regulatory agencies (Federal/ State/ Local/ International)..Demonstrates experience in the following work locations: CONUS, Africa, Europe, Southeast Asia and Bahrain. If the Offeror is a joint venture, information should be submitted as a joint venture; however, if there is no information for the joint venture, information should be submitted for each joint venture partner, not to exceed a total of eight (8) projects. Projects shall be submitted on the SF-330 and shall include both, projects currently being performed and projects completed. For submittal purposes, a project on an IDIQ contract is considered a single contract Task Order. Failure to provide requested data, accessible points of contact, or valid phone numbers could result in a firm being considered less qualified. (b). Capacity. The Contractor shall describe the ability of the firm to provide continuity of service, with no or minimal program disruption and cost impact to projects initiated under this or other NAVFAC Atlantic contracts. The Contractor shall indicate the firm's present workload and the availability of the project team (including consultants) for the specified contract performance period. Include the firm's ability to obtain security clearance(s) for its key personnel. Criteria 2 - Professional Qualifications and Technical Competence (SF330, Section E & F): Professional qualifications and competence of the staff to be assigned to this contract must include:(a) Experience from May 2003 through May 2008 in environmental technical disciplines, project management, and performing field investigations and preparing studies/analysis/work plans/oversight for NEPA documents and other technical support services.(b) Experience pertaining to interfacing with regulatory agencies (Federal/ State/ Local) predominantly in CONUS and other installations nationwide and overseas(c) Expertise and experience in program management, partnership/teambuilding, excellent communication skills, problem solving, supervisory experience and qualifications in DoD contract management and administration.(d) Depth of professional staff experience in delivery order level project management and senior level management. Resumes for key personnel are limited to one page each and should cite project specific experience and role in this contract. (e) Active professional registration and certifications of staff in appropriate disciplines. Criteria 3 - Past Performance and Safety (SF330, Section F & H): The Government will use the projects provided in Criteria #1 to evaluate Past Performance and Safety, in terms of:(a) Cost control(b) Overall quality of work and reliability of the firm's quality assurance and quality control program(c) Quality of technical data and conclusions(d) Innovation(e) Overall safety record (f) Compliance with performance schedules(g) Stakeholder and customer satisfaction(h) Management and administration of DoD contracts The Contractor shall demonstrate long term business relationships with federal, state and private clients. Evaluating past performance and experience may include information provided by the firm, customer inquiries, Government databases, and other publicly available sources. Failure to provide requested data, accessible points of contact, or valid phone numbers could result in a firm being considered less qualified. Criteria 4 - Program Management (SF330, Section H): Describe the following: (a). Ability to concurrently perform and manage multiple complex projects (up to three EIS task orders) in different locations and to meet aggressive schedules and control direct and indirect costs;(b). Ability to submit technical and cost proposals within ten days of receipt of a Contract Task Order ( CTO) Statement of Work, to negotiate CTOs promptly and to commence work expeditiously upon award of a CTO;(c). Ability of the firm to coordinate and work effectively with other contractors involved in NAVFAC Atlantic programs;(d). Logical identification of explicit assignment of responsibilities among corporate team and sub contractor members;(e). Demonstration of the ability to communicate overall contract status and project status on a regular basis with a focus on problem solving and determining critical paths and(f). Proposed location of the program management office and other key staff members, how this will be advantageous to the Government, and a detailed description of the organizational structure and how it will function. Criteria 5 - Quality Control (SF330, Section H): Firms responding to this synopsis shall provide their Quality Assurance Plan for consideration. The plan shall contain an explanation of the management approach, an organizational chart showing the inter-relationship of management and team components and specific quality control processes proposed for this contract. The Plan shall further describe the Offeror's processes and procedures, authorities assigned to the firm's Quality Control Manager and how the Offeror's program extends to the subcontractors. The Quality Control plan shall demonstrate knowledge of applicable regulatory requirements related to quality control. Criteria 6 - Small Business Goals (SF330, Section H): Firms shall submit a draft Small Business plan, in which they will be evaluated on the extent to which they identify and commit to the published Small Business Subcontracting Program. The Secretary of the Navy has assigned the Naval Facilities Engineering Command goals for FY 2009 expressed in terms of percentages of total planned subcontracting dollars for utilization of small businesses. Demonstrate the plan to meet these goals: Small Business (SB) 77.51%, HUBZone (HUB)-1.42%, Small Disadvantaged Businesses (SDB)-16.18%, Women-owned Small Businesses (WOSB)-14.53%, Veteran-Owned Small Business (VOSB)-3% and Service Disabled Veteran-Owned Small Business (SDVOSB)-3%. If a large business firm is selected for award, a Subcontracting Plan in accordance with FAR 19.7 and DFARS 219.7 will be required. The Small Business size standard classification is NAICS 541330, Environmental Services, size standard $4,500,000.00. Criteria 7 - Volume of Work (SF330, Section H): Firms responding to this synopsis shall state the amount of work awarded to the firm by DoD within the past 12 months. This information will be evaluated in terms of work previously awarded to the firm by DOD within the past 12 months with the objective of effecting an equitable distribution of DOD A&E contracts among qualified A&E firms, including small and small disadvantaged business firms and firms that have not had prior DOD contracts. This single award contract will be a Firm-Fixed Priced (FFP) Indefinite Delivery/Indefinite Quantity (IDIQ) contract for a base period of one year and will contain four one-year option periods, and the appropriate provisions. The ceiling for this procurement is established at $40,000,000.00. The guaranteed minimum is established at $10,000.00 for the base period. The options may be exercised within the time frame specified in the resultant contract at the sole discretion of the Government subject to work load and/or satisfaction of the A&E performance under the subject contract. There will be no dollar limit per task order and no dollar limit per year up to a maximum of $40,000,000.00 for the entire contract. The firm selected will be the most highly qualified to perform the required services, based on the demonstrated competence and qualifications, in accordance with the evaluation criteria. Individual contract task orders will be issued with statements of work which ! describe the nature of work to be performed and requirements for the period of performance. The Government makes no representation as to the number of task orders or the actual amount of work to be ordered. All contractors are advised that registration in the DoD Central Contractor Registration (CCR) Database is required prior to award of a contract. Failure to register in the DoD CCR Database may render your firm ineligible for award. For more information, check the Dod CCR Website: http:///www.ccr.gov. This proposed contract is being solicited on an unrestricted basis; therefore, replies to this notice are requested from all business concerns. This is NOT a Request for proposal. SUBMISSION REQUIREMENTS: Architect-Engineer firms that meet the requirements described in this announcement are invited to submit a completed SF-330 package. The SF-330 shall be typed, one sided, at least 12 pitch font or larger. Part I shall not exceed 75 single-sided 8.5 X 11 inch pages. Introductions shall not be included in Sections E and F. Please include your DUNS, CAGE, and TIN numbers in Block 30 of the SF-330. Provide evidence that your firm is permitted by law to practice the profession of Architecture or Engineering, i.e., State registration number, a brief explanation to the firm's licensing in states that so not register firms, etc. Interested firms shall submit six (6) hard copies of the SF-330 and six (6) CDs to Naval Facilities Engineering Command, Atlantic, Code AQE.JK, Attn: Jill Krekel, 6506 Hampton Blvd., Norfolk, VA 23508. The document should be in Adobe Acrobat files (.pdf format). Responses are due no later than 09 October 2008, 10:00 a.m. loca! l time (EST). Late responses will be handled in accordance with FAR 52.215-1. Hand carried responses will not be accepted.
