- SUBJECT: ASPEN TECHNOLOGY INC SOFTWARE LICENSES MAINTENANCE RENEWALThe U.S. Department of Energys, National Energy Technology Laboratory (NETL), Pittsburgh, PA (To be delivered to our site located in Morgantown, WV) intends to award, a purchase order on a sole-source basis to ASPEN Technology Inc, Houston for the following: 1. ASPEN Software Licenses Maintenance, 5 year renewal. The software licenses are only offered by ASPEN Technology Inc and is not available from anyone other software reseller. The software is a product developed and copyrighted by ASPEN Technology Inc and is provided directly to customers. Only one responsible source and no other supplies or services will satisfy agency requirements. Simplified Acquisition Procedures FAR Part 13 will be used. This notice is for information purposes only. This request is considered to be sole source to ASPEN TECHNOLOGY INC, HOUSTON, TX. Therefore, no solicitation will result from this announcement. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. Offerors shall provide sufficient technical literature, documents, etc., in order for the Government evaluation team to make an adequate technical assessment of the quote as meeting technical acceptability. Interested parties must provide rationale as to why they should be considered. A Firm Fixed Priced Purchase Order shall be issued using the Simplified Acquisition Procedures FAR Part 13. The North American Industry Classification (NAIC) is 423430.All interested firms must respond to DE-RQ26-08NT001071 by 05:30 p.m. EST, September 25, 2008. All quotes must be E-mailed to Robert.Mohn@netl.doe.gov and Walter.Shelton@netl.doe.gov or if faxing the fax must be sent to both Robert Mohn at 412-386-5770 and Walter Shelton at 304-285-1301.
