- The Defense Supply Center Philadelphia (DSCP), Clothing and Textiles (C&T) Directorate, anticipates the award of an Indefinite Delivery/Indefinite Quantity (IDIQ) Service contract for Third Party Logistics (3PL) support. This Acquisition will fulfill DSCP requirements for a primary wholesale supply point to satisfy customer requisitions for U.S. Army clothing items. There will be at least 5,000 U.S. Army customers to be supported. The successful 3PL Contractor will be expected to furnish warehousing, storage, logistics and distribution functions to fulfill the Army’s C&T requirements. By utilizing a 3PL Contractor DSCP wants to capitalize on the total supply chain management and integrated logistics expertise currently being utilized in the private industry. The acquisition will be conducted in accordance with FAR Part 12 - Acquisition of Commercial Items. The solicitation will be issued as a negotiated acquisition with full and open competition on an unrestricted basis. The resultant IDIQ contract will have a two (2) year base period with options to extend the term for three (3) one-year option periods. The maximum contract period is for five (5) years. The Government anticipates the following guaranteed minimum and stated maximum Material Release Order (MRO) – i.e. requisition – quantities for the base period and each term option period. Contract Period Minimum Maximum Base Period 1-2 500,000 1,400,000 Option Period 3 300,000 750,000 Option Period 4 350,000 800,000 Option Period 5 375,000 850,000 Thus, the Government expects that the successful 3PL Contractor will distribute a minimum of 500,000 orders for U.S. Army C&T items for the two-year base period. The Contractor will not be responsible for requisitioning clothing from the manufacturing community. Rather, DSCP will procure the replenishment quantities and advise manufacturers to ship directly to the Successful Offeror’s designated warehouse. The items to be warehoused and distributed consist of Army Recruit Clothing items including of Dress Coats, Slacks, Shirts, Undergarments, Shoes, Caps, Physical Fitness Apparel, etc… along with various other Clothing and Textile items primarily found under Federal Supply classes (FSC) 8315, 8405, 8415, 8420, 8430, 8440, 8465, & 7210. The technical factors to be evaluated for this acquisition are: 1) Inventory and Distribution Management, 2) Past Performance, 3) Management Plan and Organizational Structure, and 4) Socioeconomic Considerations. Availability of solicitation, FAR 5.102(d) applies, as our office no longer issues solicitation or amendments in paper form. A few highlights of the information that will be found include: 1. On the DLA Internet Bulletin Board System (DIBBS) Home Page, click the VENDOR REGISTRATION link to begin the registration process. 2. In order to register for access to secure portions of DLA DIBBS, the company you are representing must already be registered in the Central Contractor Registration (CCR) system. 3. A Commercial and Government Entity (CAGE) Code registration will be processed immediately. A User ID will appear on the registration screen and a password will be sent separately to the email address of the Super User. If a CAGE is already registered on DLA DIBBS, the name and email address of the Super User will be provided. The Super User should be contacted to set-up additional accounts, logons and passwords for their CAGE. DIBBS Super User * If your CAGE has already been registered on DIBBS, the name and email address of the person designated as your super user will be provided. * The representative who starts the DIBBS registration process has the option to accept their CCR registration POC as the DIBBS super user, or they can designate themselves or another person to act as the super user for the CAGE. * The super user acts as the account administrator for a CAGE. They can add up to ninety-eight (98) additional users, provide user IDs and passwords, modify existing users, and control the login status of each user for their CAGEs through My Account (Account Maintenance).
