- The Physical Disabilities Section of the Rehabilitation Medicine Department, Clinical Center, National Institutes of Health in Bethesda, Maryland plans to procure on a sole source basis from Vicon Motion Systems, Inc. 5419 McConnell Avenue, Los Angeles, California 90066-7027, a replacement of the Physical Disabilities Section’s current M2 motion capture system with a state of the science Vicon 10 Camera MX system. The Clinical Center at the National Institutes of Health in Bethesda, Maryland is a world –renowned biomedical research institution and hospital with approximately 250 patient beds, testing, imaging and diagnostic labs as well as a large number of administrative offices and laboratories used by NIH and visiting scientist and researchers. NIH has a need to replace a current 5-year old Vicon M2 system and Vicon Analysis Software in patient care and human subject research. The new MX system will be the only hardware and software system supported by the manufacturer. Since the older generation system will no longer be supported, the Physical Disabilities Section would no longer be able to adequately carry-out its patient care and human subject research responsibilities. This replacement will ensure that the motion capture facilities at the National Institutes of Health remain state-of-the-science and that no additional burden or interruption is incurred while providing patient care and human subject research. The Government believes that Vicon’s new system is the only system available that will be compatible and interoperable with the existing systems in the Physical Disabilities Branch and will not disrupt important ongoing research. This acquisition will be processed under FAR Part 12-Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.106-1(b)(2) and 13.501-(a)(1) to use simplified acquisition procedures for commercial acquisitions. The North American Industry Classification System code is 334519 and the business size standard is 500 employees. The award of this requirement will also include 4 twelve month option periods which may be exercised at the Government’s unilateral discretion to obtain maintenance services beyond the expiration of the initial warranty period for the system. Tasks: The vendor will be responsible for conducting the following activities to fulfill the contract: 1.Deliver and install the MX system at the Physical Disabilities Section in the Clinical Research Center 2.Train and instruct at least 3 staff members in usage and operation of all equipment and software 3.Prior to departure, will ensure that all current hardware (force plates, EMG, etc) will be readily compatible and fully integrated into the new system. 4.Verify that the data collected is accurate and optimized for all current protocols by collecting test collections under each protocol and analyzing data for errors. Deliverables: The vendor will deliver the following products to the Chief of the Physical Disabilities Section at the National Institutes of Health in the Clinical Research Center at the National Institutes of Health •Vicon System Components o10 Vicon MX-T40 Cameras o10 Near infra red surface mount strobes o10 lenses o10 (25m) camera cables o1Vicon MX Giganet Lab •Vicon Software o1Vicon Nexus Software (5 seats) o1Vicon Bodybuilder Software (3 seats) o1Vicon Polygon Software (3 seats) o1Vicon PECS Control •Vicon Accessories o1Vicon MX Biomechanics Accessory Kit •Vicon Support o1Year of Premium Service Level Support Agreement o1Vicon On-site Installation and System Optimization •3rd Party Items o2Reference Video System – GigE camera (color cameras) Includes lens, cables, and dedicated 500 GB hard drive Both cameras must be simultaneously compatible with Vicon Nexus software o1Vicon Custom Configured Dual Intel Xeon Quad Core Processor Computer workstation •Mounting Equipment: o4Heavy-Duty Tripod – 2.67 m maximum height o4Pan-Tilt Heads Inspection and Acceptance Requirements: •The physical shipments will be received by the end users. •Any periodic hardware or software updates will be shipped to and accepted by the end users. •Any off-site hardware maintenance and/or repairs will be overseen and approved by the end users. This notice of intent is not a request for competitive proposals; however all responses received within 5 days from the date of publication of this synopsis will be considered by the Government. Interested parties may identify their interest and capability in writing to Ms. Ann Argaman at the address stated above. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government.
