Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THIS SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES UNDER THE AUTHORITY OF THE FAR SUBPART 13.5 TEST PROGRAM FOR CERTAIN COMMERCIAL ITEMS. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-26. The associated North American Industrial Classification System (NAICS) code for this procurement is 333912 with a small business size standard of 500 employees. This acquisition shall be procured using full and open competition. LINE ITEM 0001: Quantity one (1) each Gas Compressor meeting all of the following required specifications. All equipment must be new. Used or remanufactured equipment shall not be considered for award. (1) Gas compressor compatible with hydrogen service capable of supplying 10,000 psia pressure at the outlet at a minimum; (2) The compressor's primary function will be to compress hydrogen gas from an estimated initial pressure of 75 psia (500 kPa) to 10,000 psia (70,000 kPa); (3) The compressor shall also be able to compress the following secondary gases: helium, argon, nitrogen, and methane. The secondary gases must have the same suction and discharge conditions as hydrogen. NIST realizes that the compressors operation when optimized for hydrogen compression may lose efficiency or require mechanical changes, i.e. check valves, for the secondary gases; (4) The source of gas shall be an existing (not supplied by the vendor) 2000 Liter volume at 600 psia, with the final source pressure 75 psia; (5) The receiver shall be an existing (not supplied by the vendor) 200 L pressure vessel; (6) The pressurization of an example 200 L receiver volume to 10,000 psia (70,000 kPa) must be accomplished in 160 minutes or less. NIST plans to fill the receiver tank up to 5 times per day; (7) After a compression cycle, the pressure in the receiver volume(s) shall be, at a minimum, 10,000 psia after the receiver returns to room temperature (20 degrees C). Note that due to heat of compression, the receiver will be at higher pressures immediately after filling. The final pressure of the receiver will be 10,000 psia at 20 degrees C; (8) The diaphragm shall have a leak detection and alarm system as well as a pressure switch for automatic shut down in case of diaphragm leaks; (9) It must not be necessary to disassemble the diaphragm assembly to replace compressor check valves; (10) One spare set of check valves must be included with the supplied equipment; (11) The compressor must have a control system with instrumentation for process indication and safety. Instrumentation shall include: suction and discharge pressure and temperature gages, a low oil pressure switch, a high discharge pressure switch, a low after cooler water flow switch, alarm lights, an hour meter, and a motor starter. For a multistage design, interstage pressure and temperature instrumentation shall be provided; (12) The controls must have automatic safe shutdown once the full tank pressure is achieved; (13) There must be overpressure relief valves on the discharge that can be vented to the building exterior by the Government; (14) There must be a 10 micron, or less, filter on the compressor inlet; (15) NIST anticipates that the compressor will be installed in Building 230, Room 131, which is 28 feet x 19feet and 16 feet tall. The Contractor shall not be responsible for installation; The at-grade garage door at Building 230 provides access to the work area. Equipment must fit through interior passageways between the garage door and Room 131 that measure 7 feet wide by 8 feet tall; The compressor must have a footprint of 7 feet by 15 feet or less, and must be no taller than 8 feet; (16) The compressor shall not be louder than 80 dB when operating; (17) Operation and maintenance manuals must be provided. DELIVERY Delivery terms shall be FOB DESTINATION. Delivery of the equipment shall be completed in accordance with the Contractor's commercial schedule. FOB DESTINATION means: The Contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. EVALUATION CRITERIA AND BASIS FOR AWARD Award will be made on a Technically Acceptable/Low Price basis. Award shall be made to the Contractor whose quote meets all technical specifications and quotes the lowest price. Evaluation of Technical Acceptability shall be based on information provided in the quotation. The quotation submitted shall be evaluated to determine that the equipment meets or exceeds all required specifications. PROVISIONS AND CLAUSES The full text of a FAR provision or clause may be accessed electronically at www.acqnet.gov/far. The following provisions apply to this acquisition: FAR 52.212-1, Instructions to Offerors - Commercial; and 52.212-3, Offeror Representations and Certifications - Commercial Items. In accordance with FAR 52.212-3 Offeror Representations and Certifications - Commercial Items, offerors must complete annual representations and certifications on-line at http://orca.bpn.gov. If paragraph (j) of the provision applies, a written submission is required. REQUIRED SUBMISSIONSAND DUE DATE FOR QUOTATIONS All quoters shall submit the following: 1) An original and one copy of a quotation which addresses Line Item 0001; 2) For evaluation of technical acceptability: Quoters shall submit product literature, which includes, at a minimum, the manufacturer, make and model of the products, manufacturer sales literature or other product literature which addresses all specifications, and clearly documents that the offered products meets the specifications stated above; 3) A description of the Contractor's commercial warranty. Please include the following details: (i)Length of warranty. (ii) What is included? (parts, labor) (iii) Is the warranty on-site or return to vendor? If on-site - is travel included? If return to vendor - is shipping to and from NIST included? 4) This is an Open-Market Combined Synopsis/Solicitation for equipment as defined herein. The Government intends to award a Purchase Order as a result of this Combined Synopsis/Solicitation that will include the terms and conditions that are set forth herein. In order to facilitate the award process, ALL quotes shall include a statement regarding the terms and conditions herein as follows: The offeror shall state "The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition." OR The offeror shall state "The terms and conditions in the solicitation are acceptable to be included in the award document with the exception, deletion, or addition of the following: Offeror shall list exception(s) and rationale for the exception(s) Please note that this procurement is not being conducted under the GSA Federal Supply Schedule (FSS) program or another Government-Wide Area Contract (GWAC). If an offeror submits a quotation based upon an FSS or GWAC contract, the Government will accept the quoted price. However, the terms and conditions stated herein will be included in any resultant Purchase Order, not the terms and conditions of the offeror's FSS or GWAC contract, and the statement required above shall be included in the quotation. 5) QUOTERS MUST INDICATE THE COUNTRY OF ORIGIN FOR THE EQUIPMENT QUOTED. 6) The successful Contractor MUST have an active registration at www.ccr.gov prior to September 19, 2008. Failure to register or maintain an active registration on or before September 19, 2008, shall automatically forfeit award of any resultant purchase order. All quotations shall be sent to the National Institute of Standards and Technology, Acquisition Management Division, Attn: Carol A. Wood, 100 Bureau Drive, Stop 1640, Gaithersburg, MD 20899-1640. All offerors shall ensure the RFQ number is visible on the outermost packaging. Submission must be received not later than 12:00 noon Eastern Time on Monday, September 15, 2008. FAX quotations shall not be accepted. E-mail quotes shall be accepted.
