**********SEND ALL INFORMATION AND CORRESPONDENCE REGARDING THIS SYNOPSIS TO JUDITHDRABKIN VIA EMAIL AT Judith.R.Drabkin@nasa.gov or FAX:256-544-4401*****************NASA/MSFC has a requirement for a PhaseCam 5030 Dynamic Interferometer System.NASA/MSFC intends to purchase the items from 4D Technology Corporation on a sole sourcebasis.This procurement is for a vibration-insensitive phase-shifting interferometer system toverify the pre and post environmental performance of the James Webb Space Telescope(JWST). The JWST Optical Telescope Element (OTE) fully assembled segmented primarymirror (PM) requires measurement of the 6.5 m diameter lightweight primary mirror to highaccuracy in a high vibration test environment.This requires a vibration- insensitiveinterferometer.4D Technology Corporation has developed a proprietary technology PhaseCam which allowsthe instantaneous acquisition of a full wave front error map for the mirror under testwith a single exposure of the charge-coupled device (CCD). This renders theinterferometer quite resistant to errors from vibration which is the main limiting factorto the accuracy of interferometer measurements. The prior experience and proprietarytechnology of 4D Technology uniquely qualifies them for the development of aninstantaneous acquisition multi-wavelength interferometer.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to Judith Drabkin at Judith.R.Drabkin@nasa.gov; FAX: 256-544-4401 nolater than 4:30 CST on Wednesday, September 17, 2008. Such capabilities/qualificationswill be evaluated solely for the purpose of determining whether or not to conduct thisprocurement on a competitive basis. A determination by the Government not to competethis proposed effort on a full and open competition basis, based upon responses to thisnotice, is solely within the discretion of the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
