Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with the attached Performance Work Statement (PWS) in this notice. This announcement constitutes the only solicitation. A proposal is being requested and a written solicitation will not be issued. The solicitation number is DTMC75-08-R-00013. This solicitation is issued as a request for proposal (RPF) under NAICS code 61140 (size standard 6.50M). The Federal Motor Carrier Safety Administration’s (FMCSA) mission is to promote safe commercial motor vehicle operation through education, regulation, enforcement, and innovative research and technology to reduce truck and bus crashes resulting in fewer fatalities and injuries. FMCSA is committed to achieving a safer and more secure transportation environment through shared responsibilities with our partners and stakeholders. The US Department of Transportation’s (DOT) Highway Safety performance target fatality rate is no more than 1.0 fatalities per 100 million total vehicle miles traveled (VMT) by 2011. This fatality rate target would represent over 8,500 additional lives saved between 2002 and 2011. In order to meet the targeted fatality rate, the FMCSA relies on accurate and complete data so that the Agency and its partners can develop the most effective regulations, programs, policies, countermeasures, and operations to positively impact truck and bus safety. The FMCSA and its safety partners will not be able to focus on high-risk motor carriers, drivers, and vehicles without the highest quality data and adequate information technology tools, such as SAFETYNET. SAFETYNET is a major database management system that allows entry and access of data from driver/vehicle inspections, crashes, compliance reviews, assignments, complaints, enforcement cases, etc. The Interpretation, classification and evaluation of traffic records data; provide quality assurance, data analysis, consultative support, solutions and training capabilities for Federal, State and local law enforcement or public safety agencies. The contractor must understand the coding conventions, data elements, and guidelines in FMCSA’s SAFETYNET and Motor Carrier Management Information Systems; have broad experience with the coding and classification standards authorized by the National Safety Council and American National Standard Publication for the Classification of Motor Vehicle Traffic Accidents; must be able to provide evaluation, analysis and training services to the Federal, State and local agencies on how to collect accurate commercial motor vehicle crash data; and must ensure the data is properly translation from State Systems into FMCSA’s SAFETYNET. FMCSA has a very tight delivery schedule to meet GAO’s recommendations for the Comprehensive Safety Analysis 2010 effort. As a result of this solicitation, it is anticipated that a Firm Fixed Priced Contract will be awarded. The contract will be awarded with a base year, from date of award through twelve months, and four one-year options. The Offeror shall provide prices for each line item, including all option line items, identified in the attachment in accordance with the PWS. The following FAR provisions and clauses apply to this solicitation: (1) FAR 52.252-1, "Solicitation Provisions Incorporated by Reference (FEB 1998)." This solicitation incorporates one or more solicitation provisions by reference, with the same force and effect as if they were given in full text. Upon request, the Contracting Officer will make their full text available. The offeror is cautioned that the listed provisions may include blocks that must be completed by the offeror and submitted with its quotation or offer. In lieu of submitting the full text of those provisions, the offeror may identify the provision by paragraph identifier and provide the appropriate information with its quotation or offer. In lieu of submitting the full text of those provisions, the offeror may identify the provision by paragraph identified and provide the appropriate information; (2) FAR 52.252-2, "Clauses Incorporated by Reference (FEB 1998);" (3) 52.212-1," Instructions to Offerors—Commercial (JAN 2008);" (4); 52.212-2, "Evaluation—Commercial Items (JAN 1999)," The Government will award the contract resulting from this solicitation based on the following: (a) Technical - defined as having the facilities and instructors to provide the SAFETYNET Crash and Data Analysis training as identified in the PWS; (b) Relevant Past Performance - Provide 3 recent past performance references of similiar contracts currently in place or contract, delivery orders, purchase orders or a combination thereof performed within the last 3 years. Include the following information: 1. Name of the Contract Activity; 2. Contract Number; 3. Contract Type; 4. Total Contract Value; 5. Description of Item(s); 6. Contracting Officer Name, Telephone Number and email address; 7. Program Manager Name and Telephone Number (if applicable); and 8. Contracting Officer's Technical Representative Name and Telephone Number. (c) Price - The offeror should propose a total price for each line item, including all option items. Technical and Past Performance are of equal importance and when combined are equal to price. The offeror should also indicate whether there are subcontracting opportunities. If there are no subcontracting opportunities, please provide the rationale. (5) The following FAR clauses are incorporated by reference: 52.212-3, "Offeror Representations and Certifications—Commercial Items (JUN 2008)" - The offeror shall provide a completed copy of the provision with their offer; 52.212-4, "Contract Terms and Conditions—Commercial Item (FEB 2007)"; and 52.212-5, "Contract Terms and Conditions Required To Implement Statutes or Executive Orders—Commercial Items (DEC 2007), the Contracting Officer has indicated the applicable clauses in the attached document. (6) The following Transportation Acquisition Regulation clauses are incorporated by reference, with the same force and effect as if they were given in full text. Upon request, the Contracting Officer will make their full text available.
