- Title: Industry Day Notice Automated Installation Entry Program, US Army RDECOM Acquisition Center, Natick Contracting Division(NCD)/ Product Manager Force Protection System (PM FPS), Joint Program Manager Guardian(JPMG) Synopsis: PM FPS, JPMG and the US Army RDECOM AC, NCD intend to competitively solicit and award a contract for Automated Installation Entry (AIE) systems. Specific reference is made to the July 17, 2008, Request for Information (RFI), seeking commercial off-the-shelf Automated Installation Entry (AIE) technology and system capability information from industrial and commercial companies that can provide automated entry control system and /or technology for military installation access control. The objective of the Automated Installation Entry (AIE) Program is to provide a cost effective system that enhances security of installation Access Control Points, automates authentication of authorized registered personnel and vehicles entering the installation, minimizes needed guard force, maintains or increase personnel and vehicle throughput with enhanced security, and allows for adaptation of increased authentication requirements at high threat levels. The system will facilitate/accommodate entry of registered personnel onto multiple installations without re-registration. The program objectives will be in accordance with guidance from Headquarters, Department of the Army (HQDA) and the Combat Developer, and will utilize an evolutionary acquisition approach which will acquire and integrate Commercial Off-The-Shelf (COTS) and Government Off-The-Shelf (GOTS) systems. The services to be performed may include, but are not limited to, site survey and design, equipment installation, testing, training, fielding and related integration and support services, and personnel data management. Industry Day Conference: PM FPS, JPMG will host an Industry Day Conference on October 9, 2008, from 9:00 am to 3:00 pm at the Hilton Hotel, Springfield, Virginia. The purpose of this conference is to expand market research, and to provide additional information to industry on the AIE program. The Industry Day Conference will also provide preliminary information on business/contract considerations, anticipated technical requirements, obtain industry input/feedback, and to provide an opportunity for interested firms to network with each other. Industry input/feedback will be collected via index cards that will be provided during the conference. Any applicable responses to the input/feedback collected during Industry Day will be posted on the AIE Acquisition website. Advance registration for the Industry Day conference is required to be received by close of business on October 3, 2008. Registration information for the Industry Day Conference, can be found at the AIE Acquisition website, accessible at https://www3.natick.army.mil/aie.htm. The maximum seating capacity for the Industry Day Conference is 80 people. As a result, attendance is limited to 2 representatives per company. The specific name(s), phone number(s) and e-mail address(es) of the individual(s) who will be attending must be provided. If this information is not received by October 3, 2008 you may not be able to secure seating arrangements at the conference site. Attendance/participation at the Industry Day Conference is encouraged but is not a required for submitting a proposal in response to a solicitation for the above mentioned requirement. PM FPS, JPMG and the US Army RDECOM AC, NCD will not be responsible for any costs incurred for attending the Industry Day Conference. A draft Request for Proposals will be released on or about September 15, 2008. Interested firms are encouraged to review the draft RFP and submit questions in advance of the Industry Day Conference via the Forum Board at the AIE Acquisition website (https://www3.natick.army.mil/aie.htm). All questions should be submitted by October 3, 2008. Answers to submitted questions will be distributed at the Industry Day Conference, as well as posted on the AIE Acquisition website. After the Industry Day conference, questions can be submitted until October 22, 2008 via the Forum Board at the AIE Acquisition website. Answers to these questions will also be posted on the AIE Acquisition website. This announcement is not a request for proposal and in no way commits the Government to award a contract. No solicitation exists at this time.
