Description
Solicitation N00421-08-T-0113 is issued as a request for quote (RFQ). The Government intends to purchase on a firm fixed-priced basis and to solicit and negotiate the proposed purchase on a full and open competitive basis. The Fuels and Lubricants Division has a requirement to service one Allison 250-C18/T63-A-700 engine used for oil qualification testing. The engines are used for the qualification of aviation turbine engine oils and helicopter gearbox oils. The T63 is essential to the Navy’s oil qualification and development programs. It is used to evaluate lubricants and allows use to provide only the highest quality product to the fleet. It is also essential in solving fleet service issues should they arise. These lubricant test engines are operated only in a test cell and as such; do not require that all parts be in flight worthy condition. However, all parts must be in sufficient condition to ensure safe operation. Minor deficiencies that may disqualify a part for in-flight use may be used in this application following discussion with the cognizant NAVAIR engineer. Safety of operation is the primary concern and minor performance losses are acceptable. After the initial inspection and cleaning of the engine, the company will provide a list of proposed repair and replacement parts costs. NAVAIR cognizant personnel will then have the opportunity to review the list of repairs and propose modifications if necessary. NAVAIR will have the opportunity to supply certain parts, such as the Nos. 6, 7 and 8 bearings and external oil sump, if a cost savings is realized. The T63 A 700 engines are to be serviced per the following requirements: a. The engine will be shipped disassembled. Clean and examine the engine parts to insure operational safety. Non-Destructive Inspections are required on the gas producer and power turbine rotating components. Replace any unsafe or excessively worn components as needed. Replacement parts need not be in flight worthy condition, but must ensure safe operation of the engine. Replace the number 6, 7 and 8 bearings and the number 6/7 bearing external oil sump on every rebuild with new parts. b. Clean all parts. Clean the oil wetted parts to an "as new" condition. c. The number 6/7 bearing oil jet must be thoroughly cleaned and flow checked prior to each installation. d. Due to the high temperature operation of the engines in this program, the oil pump and pressure regulator in the gearbox require additional overhaul actions. The helical spring in the poppet valve of the oil pressure regulator (P/N 6809796) must be replaced with a new part during each overhaul. The oil pump should be rebuilt so that the gear “end clearance” is at the lower end of the stated 0.002 0.004 in. tolerance range. This is to insure adequate pump pressure at our higher operating temperature. e. The power turbine governor and gas producer fuel control will be preserved before shipment and should be functionally checked on the engine during the test cell check run. If functional problems arise, the NAVAIR engineer should be notified before proceeding with repairs. f. Thoroughly check all component accessories according to standard procedure to insure satisfactory and safe operation. After the engine has been assembled, it will be operated on a test stand to insure that it is running properly, the fuel control and lubrication systems are free of leaks, the engine vibration levels are within normal limits and engine performance is within 10 percent of the specified limits at the proper turbine outlet temperatures. Particular emphasis is placed on maintaining oil consumption below 100 mL/hr and maintaining gearbox breather pressure below 10 inches of water at the normal rated power setting. NAVAIR agrees and authorizes the bypassing of normal quality control checkpoints that are nonessential for NAVAIR engines and the use of non flight worthy components during overhaul. These components must be in a satisfactory condition to operate in a test cell. However, we emphasize that all the engines must conform to the requirements of paragraphs 3 and 4 of this letter. This statement of work is intended only to provide guidelines for engine overhaul. Normal overhaul and repair practices are to be utilized throughout engine servicing in all areas except those specifically noted.
