- This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; Proposals are being requested, a written solicitation will not be issued. The Request for Quotation number is H92242-09-T-0652. This solicitation documents incorporates provisions and clauses that are in effect through FAC 2005-23, dated 26 December 2007 and DFARS Change Notice 20080110. The DPAS Rating for this solicitation is C9. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. This requirement is Unrestricted. The Naval Special Warfare Group 4 requests responses from qualified sources capable of providing Vessel training as follows: 1.0 Project Overview: 1.1Perform target vessel chartering services (to include crew) for Special Boat Team Twenty(SBT-20)training evolutions. 1.2The Contractor shall conduct the necessary measures to provide a mechanically and electrically sound vessel to support training evolutions. Contractor shall also provide a qualified crew to perform close quarter vessel operations. Contractor shall include fuel surcharge/refueling into charter rate. 2.0 Detailed Description of the Work to be performed: 2.1Task Description:Perform target vessel chartering services (to include crew) for SBT-20 Visit, Board, Search and Seizure (VBSS) training evolutions. Charter vessel must be greater than 150 feet in length. VBSS Evolutions shall include (but not limited to) noncompliant and compliant boarding by water or air (via fast rope). Perform and use of simulated ammunitions is authorized under controlled conditions. 2.2 Place of Performance: Work shall be performed within 100 Nautical Miles of Naval Amphibious Base, Little Creek, Virginia (to include, but not limited to Marina Shores and Eastern Shore). 2.3Contractor Furnished Material: All required equipment and personnel to facilitate chartering services. 3.0 Government Furnished Equipment (GFE): SBT-20 will provide RIB crafts, personnel, personnel protective equipment (PPE) and simulated ammunitions. 3.1 Delivery: SBT-20 will have RIB crafts available at SBT-20, located at 2220 schofield Road, Suite 200, Norfolk, VA. 3.2 Hazardous Material Use, Handling, or Disposal: The Contractor shall comply with all Federal, State, and local (where the work is performed) laws regarding the use, handling, or disposal of hazardous materials (petroleum products, paints, coatings, etc.) required under this order. 3.3 Classified/unclassified Data: Minimum Protection Requirements for Controlled Unclassified Information: Security classification guides (OPNAVINST 5513 series) and unclassified limited documents are not authorized for public release and, therefore, cannot be posted on a publicly accessible web server or transmitted over the Internet unless appropriately encrypted. 4.0Period of Performance: The requested start date for this effort is at contract award for a period not to exceed 23OCT08.
