Description: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This acquisition is in accordance with FAR 13.5 Test Program for Certain Commercial Items (Feb 2008). This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The purpose of this is to provide maintenance support for NETTAPP hardware at DFAS-TSO/CS located in Pensacola, FL. FOR THE SOLICITATION ONLY EMAIL THE POC FOR CLIN DESCRIPTION SPREADSHEET TO SUBMIT PRICING. THE SPREADSHEET WILL INCLUDE A COMPLETE LISTING OF ALL THE PRODUCT SERIAL NUMBERS AND THEIR PHYSICAL LOCATION. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-26, effective June 12, 2008. DAS 52.39-9000 Representation of Compliance with the Electronic and Information Technology Accessibility Standards (May 2003); DFAS DCG 204.2 Replacement of Paper Document Distribution Electronic Document Access (EDA) As of February 1, 2007, the DFAS Contract Services Directorate (Issuing Office) will no longer make paper or email distribution of contract documents. All DFAS contracts and modifications are available on the Electronic Document (EDA) website (http://eda.ogden.disa.mil) the website provides access information as well as EDA Help Desk support. Offerors should include a copy of the provision at FAR 52.212-3 Offeror Representations and Certifications with offer. NAICS Code: 541511 Small Business Size Standard: $25,000,000. BASIS FOR AWARD: THE AWARD SHALL BE MADE TO THE LOWEST COST, TECHNICALLY ACCEPTABLE OFFER. Period of Performance: October 1, 2008 through September 30, 2009. Invoices: Shall be submitted via Wide Area Workflow (WAWF) to a WAWF acceptor that will be identified in the resulting contract. BASIS FOR BRAND NAME REQUIREMENT: DFAS has invested a considerable amount of time and money into the design, and subsequent purchase of the listed equipment in order to meet the storage requirements necessary to stay in compliance with DoD directives. NETTAPP Hardware, Quantum Storage system with Symantec software was first installed at DFAS in 2005. Total acquisition costs for these storage systems since 2005 is over $9,000,000.00. The Governments requirement is for technical support of storage products, as required to comply with warranty provisions of the hardware and software. Maintenance representatives must be authorized by NETTAPP in order to service the equipment currently under warranty without violating the terms of the warranty. Consequently, this acquisition is for the renewal of software/hardware maintenance previously purchased, implemented, and currently being used by all DFAS users, is considered to be a logical follow-on in accordance with FAR 6.302-1(a)2 (ii).
