Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; The provisions and clauses incorporated herein are those in effect through Federal Acquisition Circular 2005-26, effective June 12, 2008. The Department of Veterans Affairs Medical Center/Employee Education Resource Center, Cleveland, Ohio proposes to enter into a non-competitive commercial item contract with the National Association Fire Equipment Distributors, 122 S. Michigan Avenue, Chicago, IL 60603. This solicitation is unrestricted and The North American Industry Classification System (NAICS) is 611710 and the small business size standard is $5.0 million.Contractor shall provide a course based on chapters 1 through 8 and the annex sections of National Fire Protection Association (NFPA) 10, Standard for Portable Fire Extinguishers 2007 Edition with the following objectives: Define various types of fire extinguishers (NFPA official definitions, General definitions) Understand listing and labeling equipment Identify contents of fire extinguishers Comprehend correct procedures for working with and disposal of obsolete fire extinguishers Select portable fire extinguishers to fit local needs oGeneral Requirements oClassification of fires oExtinguisher classification system oClassification of hazards oSelection for specific hazards and specific location Installation of portable fire extinguishers oGeneral installation oInstallations for Class A Hazards oInstallations for Class B Hazards oInstallations for Class C Hazards oInstallations for Class D Hazards oInstallations for Class K Hazards Inspection, maintenance, and recharging of portable fire extinguishers Hydrostatic testing oTesting of equipment oFrequency of testing oExtinguisher Examination oTesting procedures oTest pressures oRecording of hydrostatic tests oCondemning extinguishers Markings to indicate extinguisher suitability according to class of fire Fire extinguisher selection Extinguisher operation and use Extinguisher distribution Selection of residential fire-extinguishing equipment Understand extinguisher classification and rating system Conditions of fire extinguisher selection Comprehend appropriate maintenance procedures Each course shall be presented over a one day period. The course shall include didactic and experiential components. The specific presentation requirements include: NFPA Administration NFPA Referenced Publications Definitions General Requirements Selection of Portable Fire Extinguishers Installation of Portable Fire Extinguishers Inspection, Maintenance, and Recharging of Portable Fire Extinguishers Hydrostatic Testing Markings to indicate extinguisher suitability according to class of fire Fire extinguisher selection Extinguisher operation and use Extinguisher distribution Selection of residential fire-extinguishing equipment Understand extinguisher classification and rating system Conditions of fire extinguisher selection Comprehend appropriate maintenance procedures The course shall be provided on site at 21 Department of Veterans Affairs Medical Centers located at Fort Harrison MT. 59636; North Little Rock, AR 72114; Chillicothe, Ohio 45601; Bath, New York 14810; Fort Meade, South Dakota 57741; Butler, Pennsylvania 16001; Coatesville, PA 19320-2096; Martinsburg, WV 25401; Knoxville Iowa 50138; Togus, Maine 04330; Perry Point, Maryland 21902; Montrose, NY 10548; Castle Point, NY 12511; Northport, NY 11768; Tomah, WI. 54660; Battle Creek, Mi. 49015; Tuskegee, Al. 36083; Hot Springs, SD 57757; Alexandria, La. 71306-9004; Canandaigua New York 14424 Exact course dates for each facility shall be coordinated with the local fire chief and or training officer. A complete listing of the exact addresses and point of contact will provided to the contractor after the contract has been awarded. The contractor shall provide either electronic copies or a 3-ring binder with copies of all instructional materials utilized in this course. Contractor shall provide lesson plans for the government project managers approval prior to class presentations. Contractor shall provide copy of handouts to the Project Manager a minimum of two weeks prior to the courses. At the end of the course, the VA shall have access to course evaluations completed by the participants. The vendor shall provide A written post-test consisting of material drawn from the 2007 edition of NFPA 10: Standard for Portable Fire Extinguishers will be administered. All students who make a passing score on the test will receive a certification card for ICC Portable Fire Extinguisher Technician for a three year validity period. Reports of all student status on the post-test will be submitted to the VA. A market survey was conducted and there is a reasonable basis to conclude that the services required are only available from this source. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The following provisions and clauses shall apply to this solicitation: 52.252-2 Clauses Incorporated by Reference. This contract incorporates one or more clauses by reference, with the same force and effect as if they were given in full text. Upon request, the Contracting Officer will make their full text available.
