- NASA/Headquarters Office of Information Technology and Communications Division forLegislative Affairs intends to renew its membership with the Congressional Quarterly,Inc. (CQ). The CQ is a unique organization that has been established to providereal-time service which allows the Administrator and his Legislative Affairs Office staffto track Congressional news, budget, House Committee actions, Homeland Security issues,Member Profiles and Committee Rosters, Member Floor Speeches, Floor Amendments, andCustom Bill Reports. CQ has the largest news team covering Capitol Hill. More than 150reporters, editors and researchers keep subscribers informed on weekly, daily andreal-time news cycles. Its publications include the CQ Weekly newsmagazine; CQ Today, thelegislative news-daily; and a number of specialty e-newsletters, such as CQ HomelandSecurity and the CQ Midday Update. Its award-winning legislative tracking service,CQ.com, is built on a state-of-the-art database platform with more than two dozendatabases of in-depth information on Congress and government. Congressional QuarterlyInc. has been the nation's leader in political journalism since 1945. Over that time thecompany has built a peerless reputation for objective, non-partisan and authoritativereporting on Congress and politics, and today stands on the leading edge of informationcompanies publishing in both print and online platforms. NASA Headquarters intends to renew its membership and negotiate sole source procurementwith Congressional Quarterly, Inc. the contract will be for a base year with 3 one yearoption periods. The Government intends to solicit and negotiate on a sole source basis with CongressionalQuarterly (CQ). This procurement is being conducted under the Simplified Acquisition Procedures (SAP).The authority is FAR 6.302-1(a) (2) only one responsible source.The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing, by FAX or E-Mail, to the identified point of contact not later than11:00 a.m. (EST.) on September 17, 2008. Such capabilities/ qualifications will beevaluated solely for the purpose of determining whether or not to conduct thisprocurement on a competitive basis. A determination by the Government not to compete thisproposed effort on a full and open competition basis, based upon responses to thisnotice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
