Description
The Federal Aviation Administration (FAA) intends to award a single source one-year contract under $250,000 to Northrop Grumman Corporation to provide the Systems Operations Airspace and AIM Office, Aeronautical Information Management Group, AJR-32, with a proof-of-concept (POC) of the Spaceflight-wide Interactive Flight Tool (SWIFT). A competitive procurement for the production of SWIFT will be issued in FY 09. The Space and Air Traffic Management System (SATMS) Toolkit is being developed by the Spaceflight Management Program (SMP) Office in ATO-R. The toolkit will accommodate future growth in all space operations (civil, commercial, and military) in the NAS by providing for the additional safety considerations associated with space vehicles operating in close proximity to air traffic. The Toolkit is comprised of three tools: the legacy tool Space Shuttle Hazard Area to Aircraft Computation (SHAAC), and two new tools: SpaceTrax, and the Spaceflight-wide Interactive Flight Tool (SWIFT). The SHAAC portion of the toolkit has been developed by the Office of Commercial Space Transportation (AST) and will be used in the development of SpaceTrax and SWIFT. The procurement of the SpaceTrax Tool is the basis of this procurement. Purpose of Announcement: In accordance with the FAA Acquisition Manangement System paragraph 3.2.2.4, the purpose of this announcement is to inform the industry of the basis of the FAA's decision to contract with a selected source via single source procedures. This announcement is for informational purposes only, not a Solicitation/Request for Proposal. A competitive solicitation is not available for this procurement.
