Description
This is a combined synopsis/solicitation Notice of Intent for commercial items prepared in accordance with the format of FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are not being requested, and a written solicitation will not be issued for the solicitation number NOI8407 issued as a Notice of Intent. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-26. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a small business concern. The associated North American Industry Classification System (NAICS) Code is 334516, which has a size standard of 500 employees. The National Institute of Allergy and Infectious Diseases (NIAID) intend to procure Class II, Type A2 Biosafety Cabinets on a sole source basis with Fisher Scientific. Item/Description/Quantity: 1) Thermo Scientific 1300 Series Class II, Type A2 Cabinet, 4ft, 115v/60Hz, qty-4; 2) Universal Piping Option F1, qty-4; 3) Forma 1400 Series Class II, Type A2 Cabinet, with 10” Hood, 4ft, 115v/60Hz, qty-1; 4) 1440 Series Adjustable Stand, qty-1; 5) Forma 1400 Series Class II, Type A2 Cabinet, with 10” Hood, 6ft, 115v/60Hz, qty-1; 6) 1460 Series Adjustable Stand, qty-1; 7) Service Value Air, qty-1; 8) Thermo Scientific 1300 Series Class II, A2 Cabinet, 6ft, 115v/60Hz, qty-1; 9) Universal Piping Right F1, qty-1; and 10) Inside delivery. The lab is placing 4 hoods in a new Biosafety Level 2/3 tissue culture suite. The room dimensions can only accommodate 2 model 1300 series hoods (1 4ft and 1 6ft) on one wall (approx length 12ft by 3 ft) and 2 model 1400 series hoods (4ft and 6ft) on the other wall. The model 1300 hoods are smaller and allow for the placement of stacked incubators in between the 4ft and 6ft hoods. In addition, a second tissue culture suite will accommodate 3 model 1400 series 4ft hoods. The model 1400 series hoods have a superior ergonomic design that prevents fatigue from long hours of doing cell culture. The cabinets control panel must be programmable to allow for constant readout of airflow conditions, monitors sliding of safety sash and filter capacity. The hoods are to be adjustable electronic support stands that can be fit to specific body types. The following factors shall be used to evaluate offers: 1) price, 2) warranty, and technical capability to meet required specifications. Place of delivery NIH/NIAID Bethesda, Maryland 20892. The FOB point shall be Destination. The government will award a firm-fixed price purchase order to the responsible contractor. The following Federal Acquisition Regulations provisions and clauses apply to the acquisition: FAR 52.212-1 Instructions to Offerors Commercial Items; Far 52.212-3 Offeror Representation and Certifications Commercial Items; Far 52.212-4 Contract Terms and Conditions Commercial Items; Far 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items; and FAR 52.406-7 Central Contractor Registration (2003). (B) (1) By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR at www.ccr.gov prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation.
