- The National Gallery of Art (hereinafter "Gallery" or "NGA") is soliciting proposals for the removal and replacement of electric motor bearings serving nine (9) chilled water distribution pumps located in the Gallery’s West Building Basement Chiller Plant Mechanical Room B-1. In addition, work shall include inspection of ground circuits, grounding conductors, and motor/pump combination of noted pumps for proven low resistance and coupling conductivity, as specified in the attached solicitation documentation. This solicitation is a Request for Proposal (RFP), No. NGA-RFP-08-089. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and an additional written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-26. NAICS code 811310 is associated with this work, which has a small business size standard of $6.5mil average annual receipts. Refer to the solicitation documentation, including Statement of Work (SOW) attached to this posting for detailed information about this project. A SITE VISIT is scheduled for Tuesday, September 16, 2008 at 10:00am. All vendors interesting in satisfying this requirement for the Gallery should attend the site visit and shall RSVP to the Contracting Officer on or before COB Tuesday, August 16, 2008. If offeror fails to attend this site visit, they assume the risk of all conditions present. Attendees of the site visit shall meet Gallery personnel at: National Gallery of Art, West Building Service Entrance (on the Northeast side of the building), 6th Street and Constitution Ave., Washington, DC 20565 at the date and time specified above. The solicitation documentation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-23. FAR provision 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. FAR 52.212, Evaluation-Commercial Items, is applicable to this acquisition. The NGA intends to make a best value determination in selecting the contractor that will provide the best value to the NGA. Technical evaluation factors will include: (1) Technical Approach and Capability; (2) Understanding of the Requirement; (3) Work Experience; and (4) Past Performance, which shall be weighted approximately equally. Price will be weighted approximately equally to performance related factors. The vendor submitting a quote is responsible for providing information in its quote sufficient to allow the Gallery to evaluate the quote using these evaluation factors. Offerors must submit a offered prices in a firm-fixed format to the Contract Specialist along with all other required proposal materials before the established deadline. All vendors submitting proposals in response to this RFP must include accurate contact information for three (3) references that can provide the Gallery with a relevant and accurate description and evaluation of the vendor's past performance in providing similar services to those described in this RFP. The services provided for each reference must have been provided by the vendor within the past three (5) years and the services provided for each reference must be similar to the work described in the Statement of Work. FAR 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. FAR 52.236-2, Differing Site Conditions, applies to this acquisition. FAR 52.236-3, Site Investigation and Conditions Affecting the Work, applies to this acquisition. FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition, which incorporates by reference the FAR clauses designated with an "X" in Section I.8. of the solicitation documents attached to this posting. By submitting a proposal in response to this RFP, the vendor warrants that any goods or services provided to the Gallery in satisfaction of this requirement are fit for the ordinary purposes for which they were designed, as well as the particular purpose(s) specified in the this solicitation, and any additional purposes as represented by the vendor. All responsible sources may submit a proposal by mail, currier service, or in-hand, which shall be considered by the Gallery.
