- This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. The RFQ number is H92242-09-T-0651. This solicitation documents incorporates provisions and clauses that are in effect through FAC 2005-14, dated 22 November 2006 and DFARS Change Notice 20050930. The DPAS Rating for this solicitation is S10. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: http://farsite.hill.af.mil. The NAICS code is 541611, the Size Standard is $6.5. Award will be based on low bidder best meeting all requirements. Previous history will be a consideration. The Naval Special Warfare Group Four requests responses from qualified sources capable of providing On-Site Continuous Maintenance and service for Indoor Olympic Size Swimming Pool (Training Tank) at Special Boat Team Twenty Two, 2603 Lower Gainesville Road, Stennis Space Center, MS 39529 for the period 1 OCT 2008 through 30 SEP 2009. Government Point of Contact: Mr. David Everett, Facilities Manager, 228-813-4000 x 13901, David.Everett@nswstennis.navy.mil Maintenance and service to the Training Tank and related equipment and systems reflecting acceptable industry standards for care, cleanliness, and safety requisite to maintain an Olympic Size Swimming Pool (130’ x50’), approximately 650,000 gallons, and the associated Pool Equipment Building. Pool Cleanliness: -Inspect for visual clarity of the pool and remove any floating or submerged objects. -Inspect for proper water circulation to maintain cleanliness and filtration effectiveness. -Manually, or with the aid of appropriate equipage, clean and remove any deposits, residue of stains visible within the training tank pool. -Inspect and remove any debris or object from the pool that degrades an appearance of cleanliness. Maintain the filtration system: -Visually inspect the cleanliness and integrity of the filter element(s), cleaning and/or replacing as necessary. -Verify the filtration system components are free of leaks -Determine flow rates are appropriate to maintain system efficiency Repair Oversight: -Conduct minor service and repairs to pumps, circulating system, components, fixtures and hardware, as necessary to maintain a safe, leak free environment and ensure containment of chemical treatment devices within the Pool Equipment Building and the Training Tank. Chemical provisions: -Contractor assumes full responsibility for the procurement of necessary treatment chemicals, including, but not limited to, on site delivery of chemical containers and to expedite removal of empty/discharged chemical containers, gas cylinders and hazardous materials. -Provide to the SBT-22 Facilities Manager and the government funding agent - procurement records and documents that specify treatment dates and usage. Records shall be maintained in a dry, secure area of the Equipment Pool House. -Government pays the cost of chemical procurement. Treatment Specifications: -At a minimum, contractor will conduct maintenance and treatment twice a week to maintain the following chemical specifications: oChlorine level – 1.0 to 2.5 PPM oPh level – 7.7 oTotal Alkalinity – 110-120 PPM oWater temp – 80 ̊F, year round -Contractor will record and retain all treatment and testing results on site, in a fashion similar to those records mentioned under chemical provisions (above). Additional Contractor support: -Coordinate with the Government Facilities Manager on all items requiring corrective maintenance and/or repair. -Service twice a week on site (not to exceed four day intervals) is the governments minimum standard for service and treatment for performance of work. More frequent visits may be required for additional maintenance and repair. -Provide a month to month schedule that indicates maintenance and service visit dates. -Comply with customer security requirements through documented arrival and departure at the SBT-22 quarterdeck for all visits. -Use a certified laboratory or facility to test discharge waste water, ensuring discharge remains within acceptable limits of state and federal criteria environmental standards (ref. to Department of Environmental Quality and Environmental Protection Agency). -Maintain a sufficient quantity of consumable material on hand to conduct routine repairs and service but as to create a storage or safety hazard. -Maintain a sufficient quantity of chemicals on hand to provide effective treatment but not to exceed those quantities that are safe for storage within the Pool Equipment House. -Practice good housekeeping through compliance with cleanliness and safety standards set by the SBT-22 Facilities Manager. -Recommend improvements and innovation that contribute to efficiency, use and care of the aquatics facility and associated equipment. -Serve as Subject Matter Expert (SME) and general consultant to the SBT-22 Facilities Manager on support equipment and systems, safety and security matters cognizant to the Training Tank, Pool Equipment house and related equipment. Chemical Requirements paid by the Government, cost included in this contract: (Price out per item (your best cost)) (1)Sodium Hypochlorite (Bleach)500 gal per week (2)Carbon Dioxide600 lb container 2 each per month (3)Calcium HypochloriteApprox 1200 lbs per year (4)Muratic Acid50 each per year - 15 gal containers (5)Clear Blue Polymer50 each per year (6)Miscellaneous*Contractor expenses ALL CHEMICAL COSTS ARE ESTIMATED. CONTRACTOR IS OBLIGATED TO PROVIDE DIRECT COST TO GOVERNMENT AT THE BEST PRICE THE CURRENT MARKET SUPPORTS. ANY CHANGES/UPGRADES TO THE CHEMICAL REQUIREMENTS MUST BE APPROVED BY THE FACILITIES MANAGER AND THE CONTRACTING OFFICER. *Additional contractor expenses will be addressed on a case by case basis, not to be approved as part of an annual maintenance and service contract.
