- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIALITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS. SIMPLIFIED ACQUISITION PROCEDURES ARE BEING UTILIZED AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. ***This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-26.*** *** The associated North American Industrial Classification System (NAICS) code for this procurement is 335122 with a small business size standard of 500 employees. However, this acquisition is unrestricted. Brand Name Only Justification: American Electric Lighting is the only manufacturer that produces the required fixtures that fulfills the National Institute of Standards and Technology (NIST) requirement to match existing fixtures for uniformity and to maintain standardization at the NIST campus. ***All interested Offerors shall provide a quote for the following line item: LINE ITEM 0001: Quantity (160) each American Electric Lighting No. 31517MCA480R2SGMULNRLCPL- Cobra Head Roadway Fixtures.*** The fixtures include the following specifications: Rugged die-cast aluminum housing is powder-coated; Die-cast secondary Power Pad door places all electrical components on one easily interchangeable module with quick disconnects to main fixture housing; Two-bolt mast arm mount for arms from 1-1/4" to 2" (1-5/8" to 2-3/8" O.D.) diameter; Die-cast trigger latch on lens for secure one-hand opening for re-lamping; Large surface area breathing seal gasket seals the optical chamber to prevent intrusion by insects and environmental contaminants; Wildlife shield shall be cast into the housing (not a separate piece) on the two-bolt unit and is easily adjustable for 1-1/4" to 2" (1-5/8" to 2-3/8" O.D.) mast arms; Anodized aluminum reflectors provide uniform lighting distribution for sag clear tempered glass; NEMA wattage label and terminal block shall be provided; E39 mogul socket; Complies with ANSI: C136.2, C136.10, C136.14, C136.15, C136.3; Suitable for -300C; Power Door Cobra head; 175W Metal Halide; CWA Ballast; 480V; Roadway Type II Light Distribution; Optics Sag Glass Clear Tempered; Mounting 2-bolt Internal 2 Setting; UL Listed; No photocell receptacle; 175W Clear Lamp Included (Metal Halide) for each fixture; Distribution Pattern Indicator Label; Grey exterior paint; and six (6) year warranty. ***Delivery shall be FOB DESTINATION and be completed in accordance with the Contractor’s commercial schedule. The Contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The Contractor shall deliver all items to NIST, Building 301, Shipping and Receiving, Gaithersburg, MD 20899-0001. *** ***All vendors shall submit the following: 1) One (1) original copy of a quotation that addresses Line Item 0001 and one (1) copy of the most recent published price list. ***Award shall be made to the firm that provides the lowest priced, technically acceptable quote. Because of heightened security, FedEx, UPS, or similar delivery methods are the preferred method of delivery of quotes. If quotes are hand delivered, delivery shall be made on the actual due date through Gate A, and a 48 hour (excluding weekends and holidays) prior notice shall be made to the Contracts Office at 301-975-4959. NIST is not responsible for late delivery due to the added security measures. In addition, offerors/quoters who do not provide 24-hour notification in order to coordinate entrance to the NIST campus shall assume the risk of not being able to deliver offers/quotes on time. The Government is not responsible for the amount of time required to clear unannounced visitors, visitors without proper identification and without complete information that would allow delivery (i.e. point of contact, telephone POC, Building, room number, etc.). If 24-hour notification was not provided, it is suggested your company representative or your courier service arrive at NIST at least 90 minutes prior to the closing time in order to process entry to the campus through the visitor center and complete delivery. Notice shall include the company name, name of the individual making the delivery, and the country of citizenship of the individual. For non-U.S. citizens, the following additional information will be required: title, employer/sponsor, and address.
