- THIS NOTICE CONSTITUTES AMENDMENT NO. 3 TO THE COMBINED SYNOPSIS/RFQ FOR CLEANINGOF LIQUID OXYGEN TANKS AND PIPING. Companies shall acknowledge all amendment(s) in theirquote. This notice serves as the official amendment to subject synopsis/RFQ and a writtenamendment will not be issued.The purpose of this amendment is to answer questions asked before the RFQ close date, addthe additional requirement of the DATA Procurement Document, add a revised statement ofwork, add additional drawings, and extend the due date for proposals.Question 1) Do the tanks have a 100% drain valve?Answer 1) Yes, the tanks have an Empty Liquid Line which is connection E on the tankdrawings. However, the level of the tanks has not been verified to assure 100% drain.Question 2) Do the tanks have any available nozzles that can be used for 360 degree tankcleaning equipment?Answer 2) There is only one 16 inner vessel manhole; reference tank drawings foradditional information.Question 3) For what reason are the tanks being cleaned and have their been inspectionsto verify the internal condition of the tanks?Answer 3) There have not been any internal inspections of the tanks. However, theassociated piping that connects to the tanks was sampled for verification of cleanlinessand failed due to particulate contamination exceeding the cleanliness level specified inTable 2 of MSFC-SPEC-164B. No visual accumulation was observed.Question 4) Your RFQ states that the waste can be handled on site, does this includeliquid cleaning waste and if so can an neutralized environmentally recognized cleaningsolution be sent directly to your drain or will it require a onsite storage tank to storeit prior to sending to the drain?Answer 4) Generally all waste chemicals generated (regardless of composition) will needto be collected and disposed of properly through MSFCs Environmental Support Contractorincluding liquid cleaning waste. As stated in Section B in the SOW:Two copies of the Material Safety Data Sheets (MSDS) for chemicals that may be usedduring this work shall be provided to the MSFC Safety Office for review prior to any workactivities beginning.Once MSFC Safety Office reviews the MSDSs for all chemicals used a proper determinationwill be made as to how the chemicals are to be properly disposed of. Additionally, it isnot required that the contractor supply an onsite storage tank for collecting wastechemicals as MSFCs Environmental Support Contractor will supply the necessary wastecollection containers.The due date for receipt of offers is extended to 09/16/2008.Companies shall provide the information stated in the synopsis/RFQ posted on the NASAAcquisition Internet Service (NAIS) on August 26, 2008. Documents related to thisprocurement are available over the Internet. These documents reside on a World Wide Web(WWW) server which may be accessed using a WWW browser application.
