- THIS IS A REQUEST FOR INFORMATION ONLY AND YOUR RESPONSE IS NOT AN OFFER. THIS REQUEST FOR INFORMATION DOES NOT COMMIT THE GOVERNMENT TO PAY ANY COSTS INCURRED IN PREPARATION OF ANY SUBMISSION TO THIS REQUEST NOR OBLIGATES THE GOVERNMENT IN ANY WAY. This notice is published in connection with a Standard A-76 competition announced by the Federal Emergency Management Agency (FEMA) on March 31, 2008, for the FEMA IT Tier 1 Help Desk function. FEMA intends to issue a solicitation for its Tier 1 IT Help Desk function on or about 17 November 2008. This effort will be conducted in accordance with the Standard Competition Procedures of OMB Circular A-76, revised, and Management Directive 0476 of the Department of Homeland Security. FEMA is contemplating using a Fixed Price with Prospective Price Redetermination, Commercial Item, Small Business Set Aside, contract type. Your firm is invited to participate to assess interest and provide feedback for this requirement. This Request for Information is seeking to: obtain expressions of interested from all businesses, particularly small business, for the A-76 Competition at the prime contractor's level; assess the technical understanding and knowledge of interested parties, and to gauge an accurate feasibility of those interested contractors in performing the required task. The attached draft Performance Work Statement (PWS) and Quality Assurance Surveillance Plan (QASP) are being issued in order to obtain industry feedback prior to the release of the solicitation. FEMA is interested in industry's comments on the PWS, QASP, suggested contract type, Call History (exhibit 1), Service Description by Type (exhibit 2). Interested vendors are requested to submit their questions/comments no later than 08 October 2008 by 12:00 PM to Charles Strickland, Contract Specialist, at Charles.Strickland@dhs.gov. No telephonic comments/questions will be accepted. All questions, comments, concerns, and recommendations will be taken into consideration in preparing the final PWS.
