Description
THE POINT OF CONTACT FOR THIS PROCUREMENT IS GREGORY WYNNE AT 312-846-5376. This Pre-Solicitation Notice is being issued by the United States Army Corps of Engineers - Chicago District to inform interested/potential contractors of the District’s imminent issue of an Invitation for Bids to obtain ecosystem restoration services for the ORLAND TRACT, SECTION 206, ECOSYSTEM RESTORATION project. PROJECT INFORMATION: Under the contract set, the contractor will be responsible for providing all equipment, materials, and labor to address the impacts of invasive plant species, restore the natural site hydrology, and provide direct aid to the native riparian plant communities through implementation of the identified measures. In addition, the contractor will be responsible for drain tile impacts that will need to be completely removed through the removal of tiles; all invasive species will need to be removed and controlled to the fullest extent possible through physical removal, herbicide application, mowing and controlled burning; and the native riparian plant communities will need to be restored through development of a site-specific seed mix and purchase from a nursery. Project Goals: The project goals are related to the above mentioned restoration actions. Hydrologic restoration and removal of undesirable and invasive plant species are all part of preparing the site for the restoration of native plant species. Specialized equipment will be needed for the removal of an extensive system of field tiles with the least amount of disturbance to the soil as possible. The site has been used for agricultural production and a drainage system was installed to facilitate this activity. In addition, shrubs and trees of varying diameter will be removed in select areas with the least amount of disturbance to the soil as possible, this will probable be done only seasonally. Removal of herbaceous species will be handled in different ways depending on where the plants are located within the site; some areas contain sensitive species and will be protected from disturbance. Herbicide treatments will be applied to some areas and expertise in native plant identification is needed to selectively spray around desirable native plant species. After site preparation, seeds from native plants, with a local genotype and handled in the appropriate way to meet certain standards (PLS), will be planted using appropriate methods depending on the soil conditions at the time of planting. Native plant species seed lists will be provided for each of the native plant communities listed above. After planting and during successive seasons after germination, a previously established success criteria will need to be met regarding number of species successfully germinated and percent coverage of native plant species within each of the native plant communities. Expertise in native plant identification and restoration is required for success criteria to be met. Experience in plant monitoring is also required. ACQUISITION INFORMATION: Competition for this acquisition is RESTRICTED to certified Small Business Concerns (100% SB SET-ASIDE). The Classification Code for this procurement is North American Industry System (NAICS) 813312 with a small business size standard of $6.5M. The Invitation for Bids (IFB) Package will be downloadable from the INTERNET ONLY. The project specification files are Portable Document Format (PDF) files and can be viewed, navigated or printed using Adobe Acrobat Reader. Interested Bidders can download the IFB Package from the Internet Site http://www.fedteds.gov. The IFB will be available at the above-mentioned Internet site on or about 15 August 2008. The due date for bids will be on or about 15 September 2008 at 2:00 pm CDT. In order for contractors to conduct business with the Department of Defense, the contractor must provide registration information to the Central Contractor Registration (CCR). Contractors can access the CCR for free at http//www.ccr.gov. The Government intends to award a firm-fixed price services contract from this acquisition.
