- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation is issued as Request for Quotes (RFQ) # UST-GEN-R-08-0094 The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-26, effective June 12, 2008. This procurement is a small business set-aside under NAICS code 238210. An Industry Day/Site Visit will be held at 11:00 am, Tuesday, September 16, 2008. Attendance is limited to 2 individuals per vendor. Please call Lynnae Roscoe at 202-395-7670 to register and obtain directions to the site visit. PROJECT REQUIREMENTS: Contractor shall provide all equipment, permits, labor, installation, and integration of AV equipment into two meeting rooms and two portable carts at the offices of the US Trade Representative in Washington, DC as follows. NOTE, CONTRACTOR MUST PROVIDE BRAND NAME EQUIPMENT WHERE INDICATED: CLIN 0001 - (Training Room), Firm, Fixed-Price This room is 10ft x 18ft with a drop ceiling (concrete slab above) and sheet rock walls. Purchase and install the following: (A) Smart Technologies interactive whiteboard 87 inch size and interactive software, (B) Ceiling Mount for Epson S3 Projector model EMP-S3, and (C) Audio/video wall plate that will allow connectivity to a laptop and a room PC. Connect the interactive whiteboard, via USB, into the room PC (provided by USTR). Note: The Epson S3 Projector model EMP-S3 will be provided by USTR, however vendor must purchase ceiling mount hardware and install. USTR will provide a dedicated duplex electrical outlet box in the ceiling for the projector. CLIN 0002 - (Conference Room), Firm, Fixed-Price: This room is 15ft x 28ft with a drop ceiling (concrete slab above) and sheet rock walls. Purchase and install the following: (A) Smart Technologies interactive whiteboard 87 inch / 16:10 aspect and interactive software; (B) LCD / WXGA / 3 panel / 3,700 lumen (or greater), ceiling mounted projector; (C) Audio/video wall plate that will allow connectivity to a laptop and a room PC; (D) Six ceiling-mounted speakers; (E) Video and audio system control and switching matrix, capable of controlling and interconnecting the AV devices installed under this SOW. (e.g. Extron (or equivalent) room control system); (F) Polycom HDX 7002 videoconferencing unit with 720p camera and ISDN; and (G) AV rack containing: Computer system (provided by USTR); Polycom CODEC and DVD / VCR combo unit; Audio amplifier/mixer and video A/B switch. Contractor shall connect the interactive whiteboard and the Polycom people + content into the computer system (provided by USTR). The room control system will have a wall-mounted control providing projector power control, selection of video source input, and volume control. Note: USTR will provide dedicated duplex electrical outlet box in the ceiling for the projector and on the wall by the AV rack. CLIN 0003 - Mobile Units, Firm, Fixed-Price: Purchase and assemble two identical mobile display systems, each consisting of a 52” LCD display (with speakers) and a mobile stand with two shelves and a DVD / VCR combo unit. CLIN 0004 - Provide for all units, Firm, Fixed-Price Provide one 12ft PC (video + audio) cable for each room and mobile unit. Provide all hand-held remote control units that come with equipment. CLIN 0005- Labor, Firm, Fixed Price Contractor shall provide a firm, fixed price for all labor, integration and training on system. CLIN 0006 – Optional Maintenance/Service Contract, Firm, Fixed-Price Contractor shall provide a price for a one-year maintenance agreement. This option may be exercised within 90 days after award. CLIN 0007 – Optional Time and Materials Contractor shall provide labor rates and misc. materials list for ad hoc maintenance, add-ons for up to a one-year period after installation of AV system. MANDATORY REQUIREMENTS: Installation must be completed within 90 calendar days after award. Contractor is responsible for paying for and obtaining all required permits. Contractor will have access to install equipment on weekdays from 7pm to 5am and must provide 3 days advance notice to USTR before performing work. All personnel must be cleared prior to performing work. The provisions of 52.212-1, Instructions to Offerors-Commercial Items (Nov 2007), applies to this acquisition. In addition to the information required in FAR 52.212-1, Contractors shall provide the following: (1) A description of work, including a high-level line diagram depicting how the equipment will be integrated; (2) A firm, fixed-price for CLINS 0001- 0004, with a breakdown listing of all equipment by model, quantity and unit price; (3) A firm, fixed-price for CLIN 0005 for all labor required to complete the installation, integration, and training, with a breakdown by labor category, rates and number of hours; (4) a firm, fixed-price for a one-year Maintenance/Service Contract; and (5) Labor rates and materials list for optional work for the period of one year after completion of the installation; (6) Past Performance references from three recent installations of a similar size and effort. Include name of company, contact person and phone number, and brief description of project. The provisions of 52.212-2, Evaluation – Commercial Items (Jan 1999) applies to this acquisition. The Government will award an order to the responsible offeror whose quote conforms to the solicitation and is determined to be the best value, technical design, price and other factors considered. Quotes shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications—Commercial Items (Nov 2007) or Contractor’s reference to ORCA certifications. The clause at FAR 52.212-4, Contract Terms and Conditions—Commercial Items (Feb 2007), applies to this acquisition. Addendum to this clause: Wage Determination No. DC080003, dated 9/5/2008; and FAR Clauses: 52.236-1, Performance of Work by the Contractor (Apr 1984) with insert of 100% ; 52.236-5, Materials and Workmanship (Apr 1984); 52.236-7, Permits and Responsibilities (Nov 1991); 52.236-9, Protection of Existing Vegetation, Structures, Equipment, Utilities and Improvements (Apr 1984); 52.217-7 Option for Increased Quantity—Separately-Priced Line Item (Mar 1989); 52.217-8, Option to Extend Services (Mar 2000). The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders—Commercial Items (Feb 2008) applies to this acquisition. The following EOP clauses shall apply: (1) Prohibition of Advertising of Award. The Contractor shall not refer to this award in commercial advertising, or similar promotions in such a manner as to state or to imply that the product or services provided is endorsed, preferred, or is considered superior to other products or services by the Executive Office of the President (EOP), the Office of Administration, or the White House. This includes advertising, or similar promotions, in all forms or electronic, broadcast, and print media. In addition, the Contractor is restricted from reproducing the image(s) of the EOP in any form of commercial advertising, or similar promotion. This includes images of official seals and buildings. The reproduction of official seals and the images of buildings are a matter controlled by regulation and Executive Order. Any proposed usage of such symbols must be brought to the attention of the Contracting Officer (CO). (2) Restriction Against Disclosure. The Contractor agrees, in the performance of this task order, to keep the information contained in the source documents furnished by the EOP in the strictest confidence, said information being the sole property of the EOP. The Contractor also agrees not to publish, reproduce or otherwise divulge such information, in whole or in part, in any manner or form, nor authorize or permit others to do so, taking reasonable measures as are necessary to restrict access to the information, while in his or her possession, to those employees who must have the information to perform the work provided herein on a “need-to-know” basis, and agrees to immediately notify the Contracting Officer in writing, in the event the Contractor determines, or has reason to suspect, a breach of this requirement. The Contractor is responsible for ensuring all employees involved in the performance of this task order to sign the EOP Non-Disclosure Agreement. See Note # 1.
