Description
NAICS Code: 334516 NAICS Code: 334516 The US EPA/OCEFT National Enforcement Investigations Center (NEIC), under the authority of the Federal Acquisition Rules (FAR) Part 13, Simplified Acquisition Procedures, intends to issue a sole source purchase order to Thermo NITON Analyzers LLC of Billerica, MA for a NITON XL3T600 field portable X-Ray Fluorescence Spectrometer. The justification is as follows. The Thermo NITON Model XL3T600 handheld X-Ray fluorescence instrument will be used to analyze soil and suspected hazardous waste for elemental constituents. X-Ray fluorescence provides a rapid and sensitive technique to analyze materials while at a site so that decisions concerning further work needed at that site can be made immediately. NEIC needs to maintain two field portable XRF instruments at all times. One of the two XRF models is a radio-active source instrument which is no longer supported and will no longer be usable when the radio-active sources decay. In seeking a possible replacement for that equipment, NEIC surveyed available portable XRF instruments. Only the Thermo NITON meets NEIC requirements. Particularly, only the Thermo NITON model has the accessories for quick set-up and analysis under field conditions. Additionally, only the Thermo NITON XRF offers a rugged field portable stand, permitting quick instrument set-up. Furthermore, only the Thermo NITON model offers an extend-a-pole stand that allows users to take readings from areas not easily accessible. The stand also permits rapid collection of multiple readings over a geographic area. Finally, the Thermo NITON model offers the most powerful X-Ray, increasing sensitivity and allowing for faster analysis. NO SOLICITATION OR REQUEST FOR QUOTE IS AVAILABLE. Notwithstanding, any firm that believes it is capable of meeting this requirement may submit a response, which if received within two days of the closing date of this announcement, will be considered.
