- By way of this notice and in accordance with Subpart 6.302-1 of the Federal Acquisition Regulation, the Chicago District, U.S. Army Corps of Engineers announces its intention to award a sole source contract to the TestAmerica Laboratory of North Canton, Ohio for sampling services. These services are in support of the Indiana Harbor and Canal (IHC) Ambient Air Monitoring Program. The Contractor has been providing said services to the USACE over a period of five years. It is among very few laboratories in the U.S. that can perform the kind of air sampling services required by the USACE-Chicago District; in fact, it is the only local laboratory that can perform said services for the Chicago District. TestAmerica has the capability for trace analysis of the project specific target air analytes, which is an unusual capability. Contracting with TestAmerica would provide the most optimal continuation of the service. Because it is familiar with the Chicago District’s needs, there wouldn’t be any duplication of costs or additional preparation time and resources used that would be recovered through competition. Under this proposed contract, TestAmerica Laboratory would be required to perform the sample analysis for the IHC Ambient Air Monitoring in accordance with the IHC Dredging and Disposal Project Ambient Air Monitoring Plan, which would specifically address the following project needs: 1) The air sample analysis will include a project-specific list of target parameters analyzed using project-specific analytical procedures; 2) The air analysis will be performed to comply with the current USACE chemical analysis guidelines as well as the project-specific technical requirements; 3) The analysis will utilize USEPA methods, with specific quality control procedures and method procedures as required for air sample analysis; 4) The analysis will achieve trace concentrations of the project target air analytes. Based on the foregoing, this Agency considers this acquisition to be available from one source (TestAmercia). The contract performance period is for 31 months. This Agency intends to award a firm-fixed price services contract resulting from the solicitation. This notice is NOT a Request for Proposals; therefore, NO solicitation documents will be issued.
