- NASA/GSFC has a requirement for two Lynx Digital Signal Analyzer and Genie-20003.1A software update for the development and testing of gamma ray/neutron instrumentationfor future space flight. 1) LYNX Digital Signal Analyzer, 2 each The two LYNX Digital Signal Analyzers will meet the following specifications:Each LYNX system will be connected to a gamma ray spectrometer such as a LaBr3, LaCl3,CsI or NaI scintillator or a HPGe semiconductor detector using the appropriate cables toprovide: 1) the required high voltage bias to the gamma ray detector; 2) 12 V for thegamma ray detector preamplifier; and 3) gamma ray detector data signals to be recorded bythe LYNX system. The two LYNX systems will be connected to a single laptop computer using existing Genie2000 software, with the required Genie 2000 version 3.1A software update, to record,process, and analyze the detected gamma rays.Each LYNX system has the capabilities necessary to conduct field tests by providing thefollowing: a) the ability to perform user defined gated data acquisition; b) two groupsof 32K channel conversion gain/spectral memory; c) operation in pulse height analysis(PHA), multi-channel scaling (MCS), dual channel loss free counting (LFC), multi-spectralscaling (MSS), and time-stamped list modes; d) superior count rate and temperaturestability; e) 10/100 Base-TX Ethernet, USB and RS-232 interfaces plus TCP/IPcommunications; f) multiple trace analog and digital oscilloscope capabilities; and g)spectral display, acquisition control, energy calibration and instrument setup that canbe controlled via a laptop computer and through a built-in web server. 2) GENIE 2000 Basic Multi-INP update, 1 each NASA/GSFC intends to purchase the items from Canberra Industries Inc. pursuant to FAR13.106, for the acquisition of supplies or services determined to be reasonably availablefrom only one source.The Government intends to acquire a commercial item(s) using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 2:30 p.m. local timeon the the date specified. Such capabilities/qualifications will be evaluated solely forthe purpose of determining whether or not to conduct this procurement on a competitivebasis.A determination by the Government not to compete this proposed effort on a fulland open competition basis, based upon responses to this notice, is solely within thediscretion of the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
